Working for China versus UK textile manufacturers?

John Robertson made this Freedom of Information request to Department for International Development

Department for International Development did not have the information requested.

From: John Robertson

12 October 2009

Dear Sir or Madam, I read on
http://www.ethicalfashionforum.com/about... :

"DfID supports the Ethical Fashion Forums Fashion + project through
its Development Awareness Fund. The EFF’s Spotlight on Sourcing
series is part of the Fashion+ project.

Fashion + aims to increase understanding of development issues
amongst fashion professionals, and provide the tools and resources
they need to make informed choices in their working roles." On
another page

"The Fashion+ project was launched by the Ethical Fashion Forum in
May 2008 after receiving 3 year funding from the UK Department for
International Development."

I read Clare Lissaman, director of the organisation, trainer on one
of their seminars and chair of another, "highly regarded
independent consultant on ethical trading, fair trade and corporate
social responsibility" saying this to a New Internationalist
journalist in an interview:

Adam Vaughan, journalist:

"If we can generally guess what the problems are, can we shop by
country, picking good ones and bad ones? Usually you can see where
a product was made."

Clare Lissaman, taxpayer-funded consultant, up the road from Brick
Lane:

"I don't think you can compare countries. You're just as likely to
have a sweatshop down the road here in London in the east end as
you are in China, India or Bangladesh. One of the best factories
I've come across in the world was in China. One of the worst
factories I've come across in the world was in China."

She also says

"I would never fly overseas to a foreign country as a white
Englishwoman and audit their factory. I'm not from their culture, I
don't necessarily speak the language - though I do speak Chinese. I
trained as a social auditor, so I've done auditing on the ground
here in the UK. And actually here in the UK, there's such an
immigrant workforce in factories, many of the people I interviewed
were non-native Englishspeakers."

My question is

Will the Department renew this grant while such a person remains a
board member?

If so, what clauses will the department write into the contract to
stop "experts" equalling life in the Poeples Republic to life in
Brick Lane?

The reason I think this is important is that I know other
government departments are paid to reduce inequalities in the
labour market and sustain UK manufacturing; for your department
fund someone to say that life is just as bad in London as China and
therefore that consumers should buy Chinese and put workshops in
Brick Lane out of business strikes me as one government grant
cancelling out the effects of another.

Yours faithfully,

John Robertson

What safegards prevent money intended to promote export of design skills being used in fact to promote out-sourcing of production from the UK and democratic countries to autocratic countries and China?

This is a question to Creative Connexions, another new government funded agency.
