Dear Sir or Madam,

Following the announcement of the implementation of "Special
Measures" for Wilmington Enterprise College I am led to understand
that one Keith Hargreaves has been seconded to the College.

Please disclose the full terms of reference under which Mr
Hargreaves has been engaged. These terms of reference should
include:

The name(s) of the person(s) who requested Mr Hargreaves'
assignment to the College and full details of this request
including justification for it

The duration of the engagement

His exact duties and responsibilities

The extent of his authority over College staff and to whom he is
answerable

Please disclose how much Mr Hargreaves is being paid for this
engagement.

Please confirm if Mr Hargreaves is required to conduct himself in
line with existing codes of conduct for teaching staff employed by
Kent County Council. If he is not then please confirm by which
codes of conduct is he required to abide.

Thank you for your request for information, which was received on 30 June
2009. Your request is shown below in italics and I have dealt with it
under the Freedom of Information Act 2000:

for Wilmington Enterprise College I am led to understand that one Keith

Following a search of the Department's records, I have established that
most of the information you requested is not held by this Department.
However, I am aware that Keith Hargrave (not Hargreaves)has been appointed
as a National Challenge Adviser (NCA) to support Wilmington Enterprise
College by Kent County Council. Requests for information on the precise
terms and conditions of his contract should be referred to Kent County
Council

The National Challenge supports schools with the lowest GCSE results so
that by 2011 in every secondary school at least 30% of students will
achieve five GCSEs at A* - C including English and Maths. Each National
challenge school is supported by a NCA. Their role is to support and
challenge secondary schools that are below, or at risk of falling below,
the 2011 floor target so that these schools improve sufficiently to exceed
and stay above the floor target by 2011 and remain on an upward
trajectory.

The NCA fulfils and extends the role of the existing School Improvement
Partner (SIP) for the school. The NCA supports the school, by clearly
identifying those areas that require improvement in order to address low
attainment, by ensuring a sustained trajectory of school improvement and
by providing or brokering the support required to do this. The NCA will
provide up to twenty days support for each National Challenge school.

NCAs work with schools within a tight framework of accountability. They
are employed by the LA in which they work. The DCSF funds in full the fees
that LAs pay to NCAs.

If you have any queries about this letter, please contact me. Please

If you are unhappy with the way your request has been handled, you should
make a complaint to the Department by writing to me within two calendar
months of the date of this letter. Your complaint will be considered by
an independent review panel, who were not involved in the original
consideration of your request.
