Dear Sir or Madam,

Following the announcement of the implementation of "Special
Measures" for Wilmington Enterprise College at

to understand that one Keith Hargreaves has been seconded to the
College.

Please disclose the full terms of reference under which Mr
Hargreaves has been engaged. Please include the duration of the
engagement, his exact duties, responsibilities, extent of his
authority over College staff and to whom he is answerable.

Please disclose how much Mr Hargreaves is being paid for this
engagement.

Please disclose the full codes of conduct to which KCC employed
staff are expected to adhere and if Mr Hargreaves is expected to
adhere to them.

Dear T Meres

Thank you for your request for information made under the Freedom of
Information Act 2000.
I can confirm that Mr Keith Hargreaves was requested by Simon Webb the
Area Children's Services Officer, to become the National Challenge
Adviser for Wilmington Enterprise College from 1 May 2009, following the
school moving into Special Measures.

The length of time will be determined by the Local Authority, in
consultation with the DCSF. As a National Challenge Adviser, Mr
Hargreaves is employed by the DCSF and is accountable to them.

Mr Hargreaves will advise, consult and ensure that Wilmington Enterprise
College standards are raised sufficiently to ensure the 5A*-C (including
English & Maths) levels exceed 30% over a sustained period.

Mr Hargreaves will be paid a set fee for each visit to the school, by
the DCSF. As the Local Authority are not employing Mr Hargreaves we are
unable to advise you further. I would suggest that you contact the DCSF
for any further information on this issue.

Dear Michelle,

Thank you for your response.

Are you able to confirm the extent of any authority Mr Hargreaves
has over staff at the College?

You haven't answered my question about codes of conduct, which I
repeat here for your convenience:

"Please disclose the full codes of conduct to which KCC employed

I would be grateful if you would please confirm the standards to

Dear Michelle,

Thank you for your response. This is a job description which,
whilst it may be helpful, does not specify the behavioural
standards to which Mr Hargreaves is expected to abide.

A code of conduct details behavioural standards rather than duties.
Is there such a code of conduct for external staff appointed to
work with schools? If there is not then please detail the code of
conduct to which KCC employed teaching staff are expected to abide.

Dear T Meres

Thank you for your request for information made under the Freedom of
Information Act 2000.

Mr Hargreaves has no direct authority over the school staff as they are
employed by the governing body on behalf of the Local Authority. Mr
Hargreaves is employed by the DCSF to challenge and support the
developments of the Senior Leadership of Wilmington Enterprise and to
challenge the Local Authority to ensure the school results are improved.
As such he has no direct management link to any staff at the school, his
remit does include observing staff and students throughout any school
day.

Any professional visiting any school has had List 99 and Advanced CRB
checks completed.

Mr Hargreaves would need to be aware of KCC requirements for all
visitors to school premises.
