Dear Mr Moore
Thank you for your email of the 27th February 2009 regarding the provision
of bollards on Cooks Wood Road.
The Councils Burngreave Area Panel have authorised the provision of these
bollards, in the grassed verge outside numbers 26 and 28 Cooks Wood Road.
A request was received from the residents at these addresses to prevent
vehicles overrunning the verge and driving past their driveways at speed
where pedestrians could be waiting to cross. The problem is caused by
vehicles wanting to make the left turn at the traffic signals at the
Rutland Road junction and running along the verge rather than waiting in
the queue of traffic. In order to prevent this potentially dangerous
manoeuvre, bollards were placed at this locations.
The funding for the bollards was agreed by the Burngreave Area Panel out
of their Small Highway Schemes Budget. Each of the 12 Area Panels across
the City receive £10,000 each from the Local Transport Plan budget
provided to the Council by the Department of Transport. Each Panel is
then able to determine its local priorities with this.

Dear Godson Andrew,
Thank you for your prompt response to my question, however your
reply now leads me to a second question of:
If this is the reason why the bollards were installed, why then do
they not continue all the way down to the traffic lights, I have
counted 7 other crossing points below where the bollards have been
sighted, should these not be "protected" too? Please could it also
be explained how, if the bollards were necesary, did the over
running cars pass the street lighting, bus stop and directional
signs situated closer to the junction.
Please could you also give the total cost of this installation.

lights. I have counted 7 other crossing points below where the
bollards have been sighted, should these not be "protected" too?
Please could it also be explained how, if the bollards were
necessary, how did the over running cars manage to pass the (1)
street lighting columns,(2) bus stop and (3) directional signs
situated closer to the junction than where the bollards have been
situated.

the 6 bollards..

Dear Mr Moore
Thank you for your emails of the 7th and 11th March regarding the above.
We were contacted by the residents of 26 and 28 Cookswood Road and were made aware of vehicles over running the verge area and in front of their driveway, this was resulting in damage to the verge and a potential danger for pedestrians.
From the information given and a subsequent site inspection it appeared that this was a localised problem. Residents in the properties below these locations have not contacted this department to complain of similar behaviour.
I can inform you that the cost of these measures was £1246. As previously stated this was funded out of the Burngreave Area Panel Small Highway Schemes budget.
