Why an Enforcement Notice is not being enforced

Response to this request is long overdue. By law, under all circumstances, Brighton and Hove City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Sir or Madam,
No. 5/6 Western Road Hove is subject to an enforcement notice that
expired of the 19th January 2009.
The requested work is very slowly being done. However the Public
Right of Way that runs alongside the building is blocked to the
public. This is because the very slow workmen are using it to store
materials etc.
Why is the Enforcement Notice not being applied?
Why is the Public Right of Way still closed?
