Dear Sir or Madam,
I note today that Whitchurch Bridge had new road markings painted
on the bridge by OCC contractors.
Can you please provide the following , preferably by way of copies
of the relevant documents ,
1) Who paid for the work to be carried out, Whitchurch Bridge
Company or OCC
2) The actual costs involved in this work and a breakdown of monies
paid by the Bridge Co. and if any part was met by SODC. In
particular I am looking for somthing akin to an invoice showing
labour, materials etc.
3) Copies of any Traffic Restriction Orders , notices about the
work involved and a risk assessment for the work.
4) Copies of any engineers reports regarding the maintainance of
the bridge including the requirement to repaint the lines as well
as general maintainance. If a cost was associated with these
reports I would also like to know how much this was and whether the
Bridge company met that cost.
5) I also request any documents relating to future work to be
carried out on the bridge including any information from the
engineers report and estimates involved in the replacement of the
bridge.

Oxfordshire County Council does not hold the information you have
requested. The council has not received, or processed, works to be carried
out on the bridge as it is privately owned and operated by the Whitchurch
Bridge Company.
The Whitchurch Bridge Company may be able to assist you with your
enquiries - the website for the Whitchurch Bridge is

repainting of road markings on the homepage.

inspections of the bridge and have duly charged the Bridge company
some considerable some for this. OCC have also provided an estimate
of costs to replace the bridge. Can you please provide the
information requested.

Dear Mr Bowen,
Thank you for your message of 25 November. We regret our oversight in
relation to your questions about the maintenance and replacement of the
bridge. These questions are being considered and we will respond as soon
as possible within the 20 working days in compliance with the Freedom of
Information Act 2000. This means that the council will send a response
to you by 15 December 2009.
In relation to your questions about the road markings, the Bridges
Section of the County Council put Whitchurch Bridge Company in contact
with Enterprise, the council's term contractor. The Bridge Company would
have paid Enterprise directly for the work, so any invoices would be a
matter for those two companies. Oxfordshire County Council did not pay
for the work.

Dear Mr Bowen,
I write with reference to your request for information held by Oxfordshire
County Council regarding the general maintenance and the replacement of
Whitchurch Bridge.
Oxfordshire County Council's Bridge Office is employed as an engineering
consultant by the Whitchurch Bridge Company (WBC) and is therefore paid to
arrange inspections and maintenance work. All costs associated with that
work, including officers' time, are reimbursed by the WBC. Any work
undertaken by the council's specialist consultants and contractors is also
reimbursed by the WBC.
In terms of the proposed replacement works Oxfordshire County Council is
managing the reconstruction project on behalf of the WBC. Again, all costs
incurred by the council, including officers' time, are reimbursed by the
WBC.
Therefore, the council maintains that for the purposes of the Freedom of
Information Act (FOIA) any information retained by Oxfordshire County
Council in relation to the general maintenance or the replacement of
Whitchurch Bridge is held solely on behalf of the Whitchurch Bridge
Company and the council does not hold the information itself. The
information is held on account of the council's contractual relationship
with the WBC, not for the purposes of the council itself. The information
is privately-owned information, controlled by the WBC.
The Whitchurch Bridge Company has an open communications policy and deals
with enquiries itself. If you wish to put your request to the WBC, it
