Dear Sir or Madam,
Could you advise on whether the vehicle specified above has a
'Run-Lock' system allowing the driver to legally vacate the vehicle
and leave the engine running?

Could you advise on any of the Westminster fleet, either owned by
Westminster or contractors working for the council, have 'Run-Lock'
systems allowing the drivers to legally vacate the car while the
engine is running?
Other than street cleansing vehicles, does Westminster use any
vehicles that can be legally vacated whilst the engine can be left
running, if there are can you identify them please?

Dear Customer Relations,
Thanks for your response. From it, can I take it that Westminster
has no interest in how legal (or otherwise) it's contractors are
when providing services to it's residents and visitors?
Can you please approach NSL Services Ltd and ask if they have any
such vehicles which allow legally leaving them with the engine
running. Could you also ask them if the above stated vehicle has
such a system.
Were there any contractual agreements with NSL Services Ltd with
regard to breaking the Law and what would the repercussions be if
NSL Services Ltd were to break the law?
Lastly:

We are in receipt of correspondence from the Information Commissioner's
Office with regard to your FOI request referenced 4445, which states that
you wish to be provided with a copy of the contract held between
Westminster City Council and NCP. As this has not been clear from your
previous emails we logged this as a new request, referenced 5245, on the
date that we received the correspondence from the Information
Commissioner's Office.
I can confirm that we are able to provide you with a copy of the contract
but, due to the size of the document, we are unable to send it to you by
email. To this end we will need you to contact us directly, care of the
details below, to discuss alternative means of provision.

I'm sorry that wasn't clear enough for you and I had to ask the ICO
for help. Just a suggestion but wouldn't it help to be more open
within the spirit of the Act rather than obstructive?
I'll see if I can find and email address for you and send a
delivery address or I can collect in person if that's better.
