Dear Sir or Madam,

FREEDOM OF INFORMATION Act 2000

"Members agree upon the strategy. The S.151 officer enacts the
strategy; Financial Services undertake the implementation and
operation of the strategy on a day to day basis".

Using the above West Lindsey District Council information quotation
supplied, supply clearly the following specific supplementary
Information requests on Icelandic Bank Investments.

1) Who is or was the S.151 officer for West Lindsey District
Council during the Icelandic Investment period?

2) Who are or were the members, specific personnel and there
positions acting for or employed by West Lindsey District Council,
that agreed the Icelandic bank Investment strategy?

3) Who was the Financial Services Manager for West Lindsey District
Council when Investments were made in Icelandic Banks?

4) Who at present, and over the last five year period has held the
position of the Financial Services Manager specifically at West
Lindsey District Council?

5) Supply the names and positions of all Financial Services
personnel acting for or on behalf of West Lindsey District Council,
that undertook the day to day Implementation of the strategy on the
Icelandic banks Investments as per the above WLDC quotation,this
both before and after the Icelandic Investments were implemented.

Were these matters brought to the sttention of the auditors at the recent Internal Audit Inspection ?

Thank you for the Information given in respect to my F.O.I request
on "Public money Investments Outstanding to West Lindsey District
Council".

Please could WLDC's Data Protection Officer confirm the reasons
(not supplied) that West Lindsey District Council are applying
section 41 of the Freedom OF Information Act 2000 to Question 5 as
reasonably requested, and for the benefit of the public Interest?

Dear Mr Wagstaff

Thank you for your e-mail dated 9 March 2009.

The reason for applying the exemption and not providing you with the names
or the team members that undertake investments was because those Officers
are not Senior Officers of the Council. Any investments made by them are
authorised by a Principal Accountant or the Financial Services Manager.
They are not personally responsible. In addition it was considered that
the names would not add to the value of the information being provided.

Section 40(2) of the Freedom of Information Act provides an exemption from
disclosing information about identifiable individuals where it would
breach the Data Protection Act and this is the paragraph that should have
been referred to, not paragraph 41.

Another evasive answer. Verey dishonest ! Surely the questioner can decide what information is useful, that is why the question was put in he first place.
