A Freedom of Information request to South Norfolk District Council by Stuart Hardwicke CARRUTHERS
Waiting for an internal review by South Norfolk District Council of their handling of this request.
Stuart Hardwicke CARRUTHERS
16 November 2009
Dear Sir or Madam,
Please supply copies of all papers being provided to your scrutiny
committee on Wednesday 18 November 2009
These have not been posted on your web site.
I am particularly interested in the proposals for abolition of the
SNDC.. and the papers relating to refusal of the SNDC to administer
its complaints process in a way that would enable the acts of
professional staff, statutory officers and elected representatives
to be held properly to account.. and allow the long suffering SNDC
pension fund some respite
Yours faithfully,
Stuart Hardwicke CARRUTHERS

Dear Right2Know,
Many thanks.. for publishing the information the day before the
meeting. Please view this as a complaint.. as it is understood that
the information should be published at least three working days
prior to a meeting.
The various reports produced by the officers seem to identify a
complete lack of engagement with reality.
Yours sincerely,
Stuart Hardwicke CARRUTHERS

Dear Mr Carruthers,
The agenda was published at least three working days prior to the
meeting - the agenda was printed last week and was available to the
public to inspect from Wednesday 11 November 09, however, as you
correctly point out, the information was not published on our website
until the day before the meeting, which I apologise for.
In light of the above, do you still require this to be dealt with as a
formal complaint?

Dear Right2Know,
You have nothing to apologise for.. the Council's Monitoring
officer is it is understood responsible for publishing the papers.
The complaint stands.
There are serious issues with the Council's Complaints procedure..
as it appears to be used by officers to disguise their acts.
Yours sincerely,
Stuart Hardwicke CARRUTHERS

this is not.
Therefore I will not be dealing with your complaint or any subsequent

Dear Emma Nangle,
I understood that FOIA was statutory.. perhaps you would ask the
Solicitor to the Council if that is the case... who I hold in the
greatest regard.
Engage your complaints process.
Yours sincerely,
Stuart Hardwicke CARRUTHERS
