Dear Sir or Madam,
Please provide me with the list of web site URLs which have been
accessed from staff terminals in Cotton House, Glasgow.
Where the information exists, this should also show which internal
department accessed the URL, at what time, and on which date.
Please supply this information in electronic format, using either
plain text, or a free and open source format such as .odt, and not
in a proprietary, non-free format such as pdf or .doc

I note your refusal to release the information requested from HMRC,
namely the URLs of websites which have been accessed from staff
terminals at Cotton House.
May I take this opportunity to enquire ;
Have you calculated the costs based upon physically having someone
walk from terminal to terminal and writing the URLs down on a piece
of paper?

If that's the case, then there should be one (or a few) centrally-held log files that would be trivial for their admin staff to get access to.
That would at least nullify the "it costs too much to collect this info" claim, though I imagine there may be privacy or other concerns about giving out the raw data as-is.
