Dear Surrey Police,

Please treat this letter as a request for information under the
Freedom of Information Act.

Please provide me with the following information:

1. The number of grade 1 incidents in the Waverley Borough area
during 2009/10, including a breakdown by main towns i.e. Godalming,
Cranleigh, Haslemere and Farnham.

2. The percentage of grade 1 incidents in the Waverley Borough area
during 2009/10 that were reached by police within 15 minutes and 20
minutes, broken down by the main towns i.e. Godalming, Cranleigh,
Haslemere and Farnham.

3. The number of grade 2 incidents in the Waverley Borough area
during 2009/10, including a breakdown by main towns i.e. Godalming,
Cranleigh, Haslemere and Farnham.

4. The percentage of grade 2 incidents in the Waverley Borough area
during 2009/10 that were reached by police within 60 minutes,
broken down by the main towns i.e. Godalming, Cranleigh, Haslemere
and Farnham.

5. The number of operational police officers stationed in Waverley
Borough police stations that are attached to the forces targeted
patrol teams.

6. The number of operational police officers stationed in Waverley
Borough police stations that are attached to safer neighborhood
teams.

And finally, please answer this question:

7. What towns within the Waverley Borough do Surrey Police class as
“urban” or “rural”, according to The Surrey Policing Pledge?

Dear Carolyn,

Thank you for responding to my FOI request, I am satisfied with the
information you have provided.

I would like to clarify question seven of my request, which related
to paragraph seven of The Surrey Policing Pledge which states “In
urban areas, we will aim to get to you within 15 minutes, and in
rural areas within 20 minutes”.

I asked:

**What towns in the Waverley Borough do Surrey Police class as
“urban” or “rural”, according to The Surrey Policing Pledge?**

And you responded:

**There is no national definition to classify what is an Urban or
Rural area, therefore Surrey Police do not define a difference
between Urban and Rural areas on any of our systems**

Which target, 15 minutes or 20 minutes, does Surrey Police aim to
reach towns and villages in the Waverley Borough? Please tell me
what is used as a performance measure (or similar).

It seems odd to have such aims in the policing pledge if Surrey
Police are then not able to measure their effectiveness against it
– how do we the residents know if you are keeping to terms in your
“pledge” if you are not able to define “urban” and “rural” from an
official publication.

I would be happy for this to be treated as official correspondence,
rather than another request under the FOIA. To that end, if this
needs re-directing to a different department please provide an
e-mail address.

Dear Mr Smith

After making further enquiries, I have since discovered that the response targets on the Police pledge are actually incorrect, and we send our apologies.
Although some forces do make a distinction between 'urban' and 'rural' areas and hence have a differing set of performance targets, we within Surrey Police have made a commitment to response to an emergency within 15 minutes irrespective where you are within the county. All our performance measures are based on achieving the target response time of 15 minutes.
