I am sorry that you are still unhappy that we can not scan the large
amount of information you requested. We have explained that due to the
amount of information, and that we only hold it in hard copy, has meant we
are keeping it awaiting a postal address or for you to collect the
information personally. We recognise that under section 11 of the Freedom
of Information Act you can state your preferred method of receiving the
information, however the authority only need to agree to an applicant's
preference 'so far as is reasonable practicable'. In this case the amount
of information provided to satisfy your request is such that it is not
possible for us to scan. We appreciate that this is not your preferred
method of supply but we feel that we have done everything possible to
supply you with the information. Again may we please ask you to provide
us with a postal address, or alternately arrange a date to collect the
information in person otherwise, with regret we will be left with no
choice but to consider the matter closed. Obviously we hope it does not
come to this as clearly you need the information and we have fulfilled the
request as you submitted it. Please be in touch by the end of next week
(i.e. by 3 April 2009).

Thank you for your further email dated 24 March 2009. As you will
appreciate, we get a great many requests for information and as you would
expect, do all we can to satisfy these as indeed we have with that from
yourself. When we were supplied with the hard copy information to satisfy
your request, we identified that there were in excess of one hundred pages
of data. Given this situation, it was not reasonably practicable to scan
those documents to supply to you electronically, as we have explained in
previous correspondence.

As indicated previously, we are committed to ensuring that you receive the
information you requested and have used our best endeavours to do so. If
we could refer you again to our recent email, dated 24 March 2009, and ask
that you let us know by the end of this week how you wish to take receipt
of the hard copy information which has now been available since January
2009.

If getting into Ipswich to collect the material is difficult for you, then
please advise and we will be happy to explore reasonable options for its
delivery. Otherwise, with regret, we will need (as stated previously) to
consider this request closed. Obviously, given the work that it has taken
to date, we very much hope that arrangements can be made.
