Please provide the following data, broken down for each year:
(1) In the last 5 years, how many warrants for arrest have been
issued for an individual who has broken their probation licence
conditions?
(2) Out of this figure, how many were considered high priority,
and/or considered to pose a risk of harm to others?
(3) Out of the total number of warrants issued per year, as stated
in answer to (1), how many of those individuals have been
re-arrested?
(4) Out of the warrants consider high priority, as stated in the
answer to (2), how many of those individuals have been re-arrested?
(5) Out of the total number of warrants issued, as stated in the
answer to (1), how many of those individuals have re-offended while
a warrant for their arrest was active?
(6) Out of the total number of warrants issued, as stated in the
answer to (2), how many of those individuals have re-offended while
a warrant for their arrest was active?
(7) Referring to the individuals stated in answer in question (5),
what crimes have they committed while a warrant for their arrest
was active?
(8) Referring to the individuals stated in answer in question (6),
what crimes have they committed while a warrant for their arrest

(9) Please provide the following information about any individual
who is the subject of a warrant for arrest for breaking their
probation licence conditions, but who has not as yet been

Response :
I regret but Central Scotland Police Force are unable to provide the
figures asked for. Any warrant involving breach of a court order is listed
in the same manner as any other warrant. The fact that a court order has
been breached is not recorded within the computer recording system in a
searchable format. As a result it would be necessary to check each
individual warrant record to try and establish whether a Breach of Court
Order was included. To do so for the number of warrants issued in the last
5 years would involve a time and cost far in excess of the maximum agreed
cost. Part 1, Section 12 (1) of the Freedom of Information (Scotland) Act
2002, allows local authorities to decline requests where the cost of
providing information is considered to be excessive. I have calculated
the cost of providing the information you have requested as being in
excessive of *600, and so, I am declining your request under this
provision of the Act.
However, by way of assistance this information may be available more
readily through the Scottish Courts who can be contacted at

You should be aware that Central Scotland Police hold the Copyright for
the material provided and it may not be reproduced in any format or media
without acquiring specific permission. This will also be subject to the
material not being used in a derogatory manner or in a misleading context.
The source of the material must then be acknowledged as Central Scotland
Police, and the title of the document must be included when being
reproduced as part of another publication or service.
Police forces in the United Kingdom are routinely required to provide
crime statistics to government bodies and the recording criteria is set
nationally. However, the systems used for recording these figures are not
generic, nor are the procedures used locally in capturing the crime data.
It should be noted that for these reasons this force's response to your
questions should not be used for comparison purposes with any other
response you may receive.
