Please provide the following data, broken down for each year:
(1) In the last 5 years, how many warrants for arrest have been
issued for an individual who has broken their probation licence
conditions?
(2) Out of this figure, how many were considered high priority,
and/or considered to pose a risk of harm to others?
(3) Out of the total number of warrants issued per year, as stated
in answer to (1), how many of those individuals have been
re-arrested?
(4) Out of the warrants consider high priority, as stated in the
answer to (2), how many of those individuals have been re-arrested?
(5) Out of the total number of warrants issued, as stated in the
answer to (1), how many of those individuals have re-offended while
a warrant for their arrest was active?

As you may be aware Warrants are issued by a court upon the application of a relevant authority or individual and are issued on a daily basis for a variety of reasons with "breach of probation" being only one of many circumstances narrated on the face of apprehension warrants.
In order to isolate the relevant warrants relating to your enquiry it would be necessary to conduct a manual trawl of all warrants administered by the force for the five year period covered by you request and given the volume this will exceed the time / cost constraints of FOI. In terms of Freedom of Information, I am afraid that the specific information you were seeking access to is not held by Essex Police in what is referred to as a readily accessible format.
For the purposes of section 17 of the Freedom of Information Act 2000 (FOIA) this response serves as a formal notification of refusal of your request on the basis that Essex Police does not hold, for the purposes of FOIA, the specific data in a readily accessible format. That is to say, this data is not extractable from a central database or held in a spreadsheet. To ascertain whether this information is held would entail a manual search of Essex Police records; a process which would be likely to exceed the appropriate limit (as mentioned at section 12 of the FOIA) in terms of cost/time (£450 or the equivalent in time of 18 hours).
I understand however that the National Offender Management Unit within the Ministry of Justice may hold the information in an easily retrievable format and you can contact them via the following email address:

It is also possible that the information requested may be held local authority criminal justice social work departments although it is likely that excessive cost of compliance will also be an issue with local authorities, as it is with us.
