Further to my attached acknowledgement, I have been in consultation with
the Leader of the Council's office and I am now able to release the
following information;

In the period September 2009 to December 2009, for which the computer
diary is still available, Councillor Bluh carried out one visit to private
business with ward and/or parish councillors as Leader of the Council.
The visit was for the purpose of celebrating the choice of a site in the
Borough by Oxford University's Bodleian Library for its book storage
facility.

If you are dissatisfied with the service you have received in relation to
your request and wish to make a complaint or request a review, you should

The complaints/review procedure involves a full review and an examination

Dear Sharon Druett,

Thank you for your response concerning visits by the leader of the
council with ward or borough councillors. Your response did not
mention the visit made by Leader Bluh with Andrew Bennett
(Wanborough) to Redlands Farm which I was told took place in
November 2009.
Did this visit take place between 1 January and 31 December 2009?

Please can you explain the absence of this visit from your response
before I submit a further F.O.I request for clarification?

I have been in further consultation with the Leader of the Council's Office.
Your last enquiry asked for visits carried out by the Leader as Leader of the Council.

Individual Councillors are not authorities for the purpose of the Freedom of Information Act, for example correspondence between Councillors or information held by a councillor for their own private, political or representative purposes will not usually be covered by the Act.

Other visits may have occurred but would have been undertaken in his capacity as a Ward Councillor, which we understood was outside the scope of your enquiry.
