Sirs

We are currently researching the use and effectiveness of video ID
systems across police forces in the UK.

Under the Freedom of Information Act would you be kind enough to
supply answers to four questions regarding this.

Does your force use video ID?

If so which system is used i.e. Viper, Promat or other?

How many video ID parades did your force conduct during 2008?

What was the approximate cost of those parades?

I appreciate that figures for the last question may not be easy to
separate in which case an approximate figure would be acceptable.

We are currently researching the use and effectiveness of video ID systems across police forces in the UK.

Yes
2. If so which system is used i.e. Viper, Promat or other?
Both Viper and Promat
3. How many video ID parades did your force conduct during 2008?
This information is not held centrally and to retrieve the information requested would require a manual search of records held in each of Essex Police's 6 Divisions, a process which would exceed the time / cost constraints of FOI.

For the purposes of section 17 (5) of the Freedom of Information Act 2000 (FOIA) this response serves as a formal notification of refusal of your request on the basis that Essex Police does not hold, for the purposes of FOIA, the specific data in a readily accessible format. That is to say, this data is not extractable from a central database or held in a spreadsheet. To ascertain whether this information is held would entail a manual search of Essex Police records; a process which would be likely to exceed the appropriate limit (as mentioned at section 12 of the FOIA) in terms of cost/time (£450 or the equivalent in time of 18 hours).

Having said that, and in an effort to assist I have spoken to Essex Police's Custody Manager who estimates the figure to be approximately 3,500 ID parades.

The involve both cost per parade as charged by Viper and man hours involved. There could be a number of witness viewings per case so the overall cost would vary. The information needed to ascertain this is not readily available, some is lodged with division but the overall costs involved the hours spent by staff and this is not recorded. Therefore it would be inappropriate to estimate a figure.
