Dear Westminster City Council,

I have recently taken time to look through the T's & C's (Terms &
Conditions) of using the "Pay By Phone" (PbP) service provided to
Westminster City Council by Verrus.

I discovered that when accepting these T's & C's (by registering
with Verrus/PbP I automatically accept theses T's & C's), I am
allowing my personal data to be sent to another country (Canada in
this case) where my transaction is processed.

If I do not accept these T's & C's, I have to inform Verrus in
writing and they will remove my details.

I'm also aware that the Data Protection Act states that it is
illegal for my data to be sent to another country without adequate
protection.

I intend to reject the T's & C's of Veruus/PbP, but have been left
in a predicament.

I only use Verrus/PbP when parking my motorcycle in your motorcycle
parking bays and, as far as i'm aware, the only method to pay to
park is by using the socially exclusive Verrus/PbP system.

How do I pay to park in Westminster if I do not accept the T's &
C's of the Verrus/PbP system?

Could you please try and answer this one within the 20 day limit
this time? I know that sounds like a lot to ask of you, but it is
the law. Judging by the amount of internal reviews you've
undertaken to address your constant late reply's, this shouldn't be
too much of a problem.

Hi Tanya

I hope you're well, I'm quite surprised it took you that long to
simply provide a link but i guess you must be busy so I'll keep
this short and sweet.

Thank you for the link, although there are no alternatives
provided.

Parking cards are not in the value of £1, only £2.20 and £4.40, so
they are not a viable alternative.

Pay and display machines. Hmmm. I don't think you've thought that
one through, have you? Well, i visited the link you provided and
clicked on "Find my nearest Pay & Display machine". Unfortunately,
the nearest pay & display machine is the ONLY information that is
NOT listed on the map. There isn't even a key for it in the Legend
of the map, i would suggest you tell the department who deals with
such things to look into this. The maps you use are also terrible,
may i suggest you use google maps and link to this instead? They
are much more accurate and even free of charge, although this may
sound like an idea with too much common sense, so i wouldn't expect
WCC to implement it. Also, the pay and display ticket could be
stolen from my motorcycle, resulting in me receiving a PCN. PLUS i
wouldn't want to hand any more money over the "Albanian Mafia" who
raid the pay and display machines as Danny Chalkley claims (without
any evidence to back this up, but that's just his way and I've
become used to it).

Secure Car Parks - I'm surprised you even suggested this,
considering the sell off of two of them and un-doubtabley more to
come. The nearest secure (i would question this!) car park is no
where near my place of work so again, another non viable
alternative.

In fact I'm almost insulted by the answer you've provided. Why
didn't you just answer with "Get a train"?

Please look into this again, the response you've provided doesn't
cover the questions asked and is woefully inadequate.

Dear Westminster City Council,

As a follow up on your reply to my FOI, where you suggest i use a
parking card to pay to park my motorcycle instead of using the
Verrus PbP system, this completely contradicts what you're own
website states here...

13. Can Parking Cards be used for motorcycles?

Alternative payment methods should be used for motorcycles as the
Parking Card cannot be securely displayed.
