Jeffreys, Barry, Cardiff Council

Your Ref: RFI_918

Dear Ms Greagsby
Thank you for your request under the Freedom of Information Act 2000
received on 9^th December 2008 regarding vehicle use in Cardiff Council
Parks Department and please accept our apologies for the delay in
responding.

We have considered your request and enclose the following information:
1) How many vehicles has Cardiff council? 713
2) How much do they cost to operate?
The Council's accounts indicate that, in the year ended 31 March 2008,
Cardiff Council incurred expenditure of £11,356,089 in respect of
vehicle operating costs. This includes the acquisition and operating
costs of the Council's own vehicles and vehicles that the Council hired
in. Therefore, it is important to note that this figure is not
comparable with the response to Question 1. To split the above figure
between costs relating to the Council's own vehicles and those that the
Council hired in would involve examining each individual vehicle cost
centre and this would cause the total time taken to respond to your
request to exceed the 18 hours that the Council is required to spend.

The figure excludes hire of passenger transport (buses and taxis), staff
travel and costs relating to landfill plant.
3) How many miles do these vehicles travel per year? 4 million
4) How many tonnes of CO2 per annum do they emit? This has not been
calculated.

5) How many vehicles has Cardiff Council parks department got?
57.

6) How many miles do these vehicles travel per year?
247,000

7) How much do they cost to operate? How much do they spend on petrol?
The Council's accounts indicate that, in the year ended 31 March 2008,
Cardiff Council incurred expenditure of £595,345 in respect of Parks
vehicle operating costs. This figure is calculated on the same basis as
that given in response to Question 2 and is therefore not comparable
with our response to Question 5. Of this amount, £111,290 relates to
fuel. We do not have a breakdown between different kinds of fuel but I
can tell you that little or none of this relates to petrol as the fuel
predominantly used for powering Council vehicles is diesel.

8) How many tonnes of CO2 per annum do they emit? This has not been
calculated.

9) What is the average co2 g/km of the Councils parks department
vehicles? This has not been calculated.
10) What is the parks department of Cardiff council doing to improve
fuel consumption and cut down on vehicle use?
The parks service is looking to accelerate the renewal of it's vehicle
fleet and in some areas is looking to return to having times site based
reducing the burden on vehicles / vehicle use. The service is also
looking at the introduction of GPS across the fleet.

11) Where car use is unavoidable, are Cardiff parks looking at
alternative fuel options - such as electric, hybrid, biofuels and
hydrogen - and greener fleet vehicles?

There are no fleeted cars within the parks service

12) Are parks capturing and analysing data on carbon emissions from
parks transport activities, or setting reduction targets and developing
an action plan to deliver them? Plans are currently being formulated as
part of the Green Dragon environmental initiative.

13) How many Volvo S80s does Cardiff council have? One
14) What year are these Volvo S80s? 2006
15) What is the average co2 g/km of the councils Volvo S80s? 194 g/km.
16) Does Cardiff council leader R Berman use a Volvo S80? No

17) What is the Volvo S80 average co2 g/km Is the council trialling the
use of bio-diesel? Yes 5% mix of Bio Diesel.
18) Is the council trialling the use of new technology through GPS and
fuel monitoring software? Fuel Monitoring
19) What is the council doing to improve fuel consumption and cut down
on vehicle use? We are considering the introduction of GPS across the
fleet.
20) Where car use is unavoidable, is the council looking at alternative
fuel options - such as electric, hybrid, biofuels and hydrogen - and
greener fleet vehicles? Yes we already have one hybrid pool car and are
trialling electric vehicles for use in the city centre for litter
collection. (Please note we only have 32 cars on the fleet).
21) Is the council capturing and analysing data on carbon emissions from
council transport activities, or setting reduction targets and
developing an action plan to deliver them? Plans are currently being
formulated as part of the Green Dragon environmental initiative.
