Dear UK Border Agency,

This is a request for information regarding the assessment criteria
for a VAT 23 Rights of access to a child visa.

Specifically, in regards to unobtainable court documents either
from a UK court or a district court in the applicants home country.
Is a sworn affidavit from the UK resident parent confirming that
the applicant parent can have access to the child a valid
substitute as stated in

on page 4 paragraph 1?
