I'm afriad I can find no record of your original request being received by
this office and so no response has been issued. However, I've checked on
the WhatDoTheyKnow.com? website and can see that you are shown as
requesting copies of all correspondence between Transport for London and
the Royal Parks regarding the subject of allowing private hire vehicles to
use the Royal Parks roads.

Dear Mrs Doyle,

I write with reference to your request for a copy of correspondence
regarding use of the Royal Parks by licensed private hire vehicles. I can
confirm that Transport for London (TfL) does hold the information you have
requested and your request has been considered under the requirements of
the Freedom of Information Act.

Attached are copies of the correspondence regarding use of the Royal Parks
by licensed private hire vehicles.

I've also attached a copy of the consultation document and the impact
assessment.

TfL is not obliged to supply some of the information you have requested,
as it is subject to the following statutory exemption to the right of
access to information:

. Section 41, Information Provided in Confidence

This information is legal advice obtained by the Royal Parks regarding the
use of the Royal Parks by motor vehicles. TfL is applying this exemption
because when the Royal Parks passed this information to TfL it was in
confidence and furthermore the advice is confidential in nature and
disclosure of this would constitute and actionable breach of confidence.

The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned. It is
accepted that there is public interest in the use of the Royal Parks by
motor vehicles and information regarding this. However, a public
consultation on this subject is now being held providing all members of
the public with an interest in this issue the opportunity to submit their
opinion to the Royal Parks. The background and proposed changes are
provided in the consultation document, a copy of this document can be
found on the Royal Parks website ([1]www.royalparks.org.uk) and is
attached to this email.

Furthermore the Royal Parks shared this information with TfL on the
understanding that it would not be disclosed to third parties and to do so
would be a breach of confidence and may result in organisations being
unwilling to share information with TfL in the future and hindering TfL's
ability to work with organisations.

Any copyright in the material provided with this response is owned by TfL
or one of its subsidiary companies unless otherwise stated. The disclosure
of information does not give the person or organisation who receives it an
automatic right to re-use it in a way that would infringe copyright (for
example, by making multiple copies, publishing and issuing copies to the
