face of it the budgets are lower than the spend, in fact we do not tend to
hold agency budgets - we hold staffing budgets and we tend to fund agency
costs from underspends on staffing budgets.

Therefore one should not conclude that we are "overspending" on agency
simply from comparing the budegts and actuals above.

You have the right to request that the County Council carry out an
internal review if you are not satisfied with the way your request was
dealt with or wish to appeal the decision. A request for an internal
