What is the procedure at your Birmingham office for responding to
members of the public who report an untaxed foreign vehicle by
letter? What percentage of reports of untaxed foreign vehicles
reported to your Birmingham office result in action being taken
against the owner or keeper of the vehicle?

Thank you for your comprehensive reply. I would like some further
clarification about numbers. Could you please tell me how many
owners or keepers of untaxed foreign vehicles have had enforcement
action taken against them in the last 12 months and what percentage
this represents of the total number of untaxed foreign vehicles
that you were mad aware of in the same period of time.

so i guess solution is to drive to France, buy from there cheap car and get it back here, and no worries.
or another option, de-register vehicle and become private automobile

If a foreign vehicle is here in this country, and not registered, then surely how can the DVLA exercise jurisdiction over them? They are not part of our society(THE LAW SOCIETY) so why should we force our laws on someone who is not part of our society? Road Tax is only applicable if your a driver competing in commerce, it does not cover motor vehicles or cars etc BUT conveyance of the day of travel. It is a STATUTE, primary or secondary legislation, not LAW. STATUTES are given the force of law by consent of the governed. Why don't you look up what the words, APPLICATION, REGISTRATION, LICENCE mean in Black's LAW DICTIONARY. I would suggest to look at edition 3. Whilst your at it look up PERSON, STATUTE and DRIVER.
