Dear Sir or Madam,

I write to request additional material following a previous FoI
request. Your Property & Works department kindly informed me that
the following event was licensed by the Council:

Date of Event: 25th July to 28th August 2009
Area: New Quay Beach
Organization: United Beach Mission
Event: Family Events on the Beach

Please can you forward me:

1. copies of all correspondence between the Council and United
Beach Missions regarding this license.

2. minutes of Council and committee meetings where this license was
discussed.

3. copies of Council policy documents that inform Council decisions
whether or not to grant such licenses.

4. copies of Council documents (including policy and byelaws) that
place restrictions on the activities this licensee may conduct on
the beach.

5. (if not included in 3 or 4) a copy of the Council's Equality
Policy in force during the licensed period.

6. (if not included in 3 or 4) a copy of the Council's Child
Protection Policy in force during the licensed period.

Thank you very much for your help so far, I look forward to your
response.

Yours faithfully,

Jeremy Smith

Dear Sir or Madam,

I'm just writing to point out that you have not replied to my FoI
request within the deadline, and that strictly speaking you have
broken the law.

I'll give you a bit more time, but I'd appreciate a response ASAP.

Yours faithfully,

Jeremy Smith

Dear HPW,

Please can you let me know how this request is coming along? As I
pointed out, Ceredigion Council is in breach of the law now.

Tell you what, If I haven't received anything by 9th November (1
week from now), that's when I'll take this further and approach the
ombudsman.

Yours sincerely,

Jeremy Smith

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Ceredigion Council's
handling of my FOI request 'United Beach Mission - New Quay beach
2009 - policy, minutes and correspondence'.

I am dissatisfied because this response is long overdue and
although there has been some communication, this has recently dried
up. I don't believe that the information I have asked for is hard
to find, indeed much of it should be found in ready-made council
documents.

A full history of my FOI request and all correspondence is
available on the Internet at this address:

Yours faithfully,

Jeremy Smith

I'm not sure what's going on with this request - communication was good in my previous request, but this time it's been very patchy. I've emailed the council department direct. if that doesn't work I'll write to the Chief Executive.

No response to my email, so I wrote to the Chief Executive using the old-fashioned method of paper. Here's the text of my letter:

Freedom of Information request submitted 23rd September 2009

Dear Miss Morgan,

I’m writing to draw your attention to a Freedom of Information request I submitted to your organisation on 23rd September 2009. You can review the request and follow-ups at this web location:

http://www.whatdotheyknow.com/request/un...

As you can see, the information has not been forthcoming and my request for an internal review appears to have been ignored. This is disappointing because a previous, related request was dealt with very promptly and courteously. I have emailed the HPW team directly (i.e. without using the whatdotheyknow.com website) to ask them about the unfulfilled request, but this email has also been ignored.

I would appreciate it if you could let me know whether you intend to release the information or have decided to reject my initial request and the request for a review. Once you have confirmed that I have exhausted your internal review process I will be able begin a complaint with the Information Commissioner’s Office as set out in their website:

http://www.ico.gov.uk/complaints/freedom...

I would appreciate a response to this letter by email if possible – either through the whatdotheyknow.com website or direct to me at [my personal email address].

I will be adding the text of this letter to my online request. If you do not wish me to publish your response to this letter, please can you indicate in the text. If there is no such indication I will assume you are happy for me to publish your letter/email online.

Yours sincerely,

Dear Mr Smith,

Apologies for the delay in providing the responses sought.

1. 2 Documents (SKMBT.....) attached

2. The issue of licences for such events is delegated to the Estates Section officers, in consultation with local members(s)
and retrospectively reported to Cabinet.

3. None that I am aware of.

4. None that I am aware of.

5. see attached downloads

6. I am advised by my colleague in the Social Services Department that we follow the All Wales Child Protection Procedures -
link to obtain the procedures - www.awcpp.org.uk

Ceredigion does also have protocols specific to the Authority which are on the following web site -

I trust that the above fully answers your enquiry
