Dear Sir or Madam,
Section 8 of Royal Mail's Inland Letter Post Scheme gives details
of how undeliverable items are handled. In particular, it states
that certain items are dealt with or disposed of "at the discretion
of Royal Mail".
Do you have a policy, procedure manual or other similar document
that sets out in detail exactly how such items are handled? If so,
could I please have a copy of this document? What I am essentially
looking for is an equivalent to the US Postal Service's document
covering this matter, the "Postal Operations Manual -- Delivery
Services" [1] Section 69 -- Dead Mail.

undeliverable mail items. You requested details of exactly how such items
are handled.
We do not hold a publication equivalent to the US Postal Service's document
which you referred to in your request. However, I have attached relevant
procedures we do hold relating to the handling of undeliverable mail.
I hope this information meets your requirements but if you have any queries
or further information needs in the future then please do contact me. If
you are dissatisfied with this response for any reason you do have a right
to request an internal review, in which case please write to the Head of
Information Compliance, Royal Mail House, Company Secretary's Office, 5th
Floor, 148 Old Street, LONDON, EC1V 9HQ. An internal panel will then
review the decision, and you will be advised of the outcome.
If, having requested an internal review by Royal Mail, you are still not
satisfied with our response you also have a right of appeal to the

Interesting how foreign items with SL95 postcodes (Slough?) are treated differently to all others. I'm quite curious as to the reason behind it...

SL95 appears to be the postcode for Royal Mail's Heathrow Worldwide Distribution Centre.
