From: Cassidy, J

20 March 2009

Dear Sir or Madam,

Can you please send me an electronic copy of:

Fellas of Islington Council and anyone within and representing the
UKBA UASC Reform Programme and the LGA UASC Reform Steering Group,
over the past 12 months. Including email message and attachments
sent via the Carbon Copy (CC) and Blind Carbon Copy (BCC)

2) Copies of any Minutes, or file notes, of any meetings held, in
connection with the UKBA UASC Reform Programme and The LGA UASC
Reform Steering Group

Examples of what is being requested:

Please ensure that any of your general correspondence,
acknowledgments or holding letters etc are included or
cut-and-pasted into the body of the email messages, using plain
text, rather than as attachments. As this will mean your
correspondence is much easier to access, read and respond to.

Accessibility:

When providing any information disclosures please provide it in the
original unrestricted format such as:

a. MS Word .doc or Rich Text Text .rtf format or equivalent

b. Plain text .txt format
(suitable for the text/body of emails)

c.Spreadsheets in MS Excel .xls format or equivalent

d.Presentations in MS Powerpoint .ppt format or equivalent

or converted to Portable Document Format (PDF), ONLY if none of the
above formats are available

if you only have a paper version (hard copy) available, please
provide a Digital Photo Copier Scanned version in PDF format.

Please ensure any electronic disclosures are absolutely free of any
Document Restrictions and Encryption or Passwords, as this is
likely to render them less usable on a general basis and more
specifically, inaccessible to Assistive Technology.

Providing correspondence and disclosed information via these means
will also help ensure that text based information is accessible for
use with a Screen Reader or a Magnifier for none text based
information. <http://en.wikipedia.org/wiki/Screen_reader>

Dear J. Cassidy,
This is to acknowledge that I have received your request for an internal
review and am looking into the matter. I have had a preliminary look
at this and there seem to be two requests of a similar nature. Can you
please confirm to me what FOI number we used for ease of our reference?
I have it as 245486

Dear Tuck, Jeremy,

If you look here:

http://www.whatdotheyknow.com/request/ua...

you will see that Islington never acknowledged the request so thus
never provided any reference whatsoever.

I would expect a response to be related to the specific request I
submitted according to my subject line, as email Subject lines are
the primary most people follow email correspondence.

I hope this is helpful, noting my original request was made in
March 2009 and it is now June 2009. In your review please explain
these inherent delays, especially as the law states a response
should have been within 20 days.

Yours sincerely,

Cassidy, J

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Islington Borough
Council's handling of my FOI request 'UASC Reform, Minutes and
emails to and from Olvia Fellas of Islington Council (20/03/09)'.

On the principal that this request concerned emails sent to and
from Olvia Fellas, which would be definition have used her
Islington Council email address (Olvia.fellas@ islington.gov.uk )
and thus be applicable to the Freedom of Information Act,
regardless of whether they involved any third party such as the
UKBA or LGA. A related request was made to Kent County Council and
they have responded appropriately. You can see such at:

http://www.whatdotheyknow.com/request/ua...

The above disclosure by Kent involves emails from the UKBA and the
LGA, so I cannot understand why Islington Council seem to be
inferring that no emails from the UKBA or LGA exist on your email
systems, noting that most local authorities have an email archive
policy that enables any deleted email messages to be undeleted.

A full history of my FOI request and all correspondence is
available on the Internet at this address:

Dear Cassidy, J

I refer to your request for an internal review around the way in which
your Freedom of Information request (our reference 245486) was dealt
with. The Council responded that it does not hold this information and
explained that the UKBA UASC Reform Programme and the LGA UASC Reform
Steering Group hold this information. In addition, the Council provided
you with details of how to contact these organisations.

I have undertaken an internal review and the responses that were made.
