Dear Sir or Madam,
I have extracted the following two statements from Liverpool City
Council documents concerning the existence of an electronic
register of all council assets:
* Page 87 of the Public reports pack for the Audit and Accounts
Committee meeting of 11 February 2009

"[T]he Audit Commission acknowledged that the Council was making
significant progress ... in recording all property information into
the new TRIBAL asset management system...
"[T]he Audit Commission highlighted ... that the Tribal property
database was incomplete and that Officers had already identified
that fixed assets were approximately overstated by £4 million as a
result of duplicate assets. Consequently, the Audit Commission
identified that there were still significant weaknesses in respect
of the Council's arrangements for the valuation, accounting and
reconciliation of its fixed assets."
* Page 5 of the Supplementary Agenda for the Audit and Accounts
Committee meeting of 25 June 2009 states:

"The migration of the City Council’s asset records to the new
TRIBAL system was completed by the 31st March 2009. A
reconciliation between the TRIBAL system and the asset register has
been undertaken and the relevant adjustments made to the Statement
of Accounts."
Under the Freedom of Information Act 2000, please may I be sent:
* Copies of the contract(s) signed with Tribal Group for the
procurement of their system, retaining consultants, and maintaining
the system in use.
* A copy of the communication or document where the £4 million
overstatement of assets was disclosed and explained.
* A full copy of this database in one of the common open data
formats (eg XML, SQLdump, etc).
If there are any reasons for not providing me with a satisfactory
copy of this database, then please send me copies of all the
operating manuals, help files included with the software, as well
as procedures for backing up and restoring this vital database so
that I am better able to target any future requests.
