I am trying to obtain information regarding the costs of treatment
for a) Alcoholism and b) Drug addiction in the Redcar and Cleveland
Area, for the most recent year where these costs were recorded.
In particular, I would like to know for each case (drugs and
alcohol):
i) How much funding was allocated for treatment?
ii) How much was spent?
iii) What initiatives were introduced by way of treatment?
iv) How does the PCT gauge successful treatment for each?
v) What figures do the PCT have as 'successes'?

treatment costs for drug addiction and alcoholism, please find below a
response on behalf of Redcar and Cleveland PCT.
Response:-
Redcar & Cleveland
(i) Funding allocated for alcohol treatment 2008/09: £404,854
(ii) Projected spend for alcohol treatment 2008/09: £404,854
(i) Funding allocated for drug treatment 2008/09: £1,321,919
(ii) Projected spend for drug treatment 2008/09: TBA-Viki Whelan
(iii) Drugs treatment initiatives 2008/09: New care co-ordination team
(CRI) and model implemented. Stimulant service introduced at Lifeline
Alcohol treatment initiatives 2008/09: No new initiatives - level of
service maintained from previous year
(iv) Successful treatment for drugs is determined by the National
Treatment Agency (NTA) and measures the number of people in effective
treatment and those retained for twelve weeks or more. Also there has
recently been the introduction of TOP (Treatment Outcome Profile),
however this is still in its infancy and therefore little data is
available at present
Successful treatment for alcohol: this is currently not really measured,
however provider performance is measured at regular performance management
meetings between the Joint Commissioning Manager and service providers
(v) As detailed in (iv) above, PCT successes are only measured for drugs
in terms of number of people in effective treatment and those retained for
twelve weeks or more.
Data for Nov 2007-Oct 2008: 623 people in effective drug treatment

Further to your recent email regarding the above request please find
below the details as requested.
All Alcohol services (Nationally and locally) are required to complete
monitoring forms on every client entering treatment, this monitoring
covers a range of information from personal health data to modality
(treatment) information. (See NEPHO link)
This data is collated by NEPHO ( North East Public Health Observatory)
and public information and reports are published via their website and
the NDTMS (National Drug Treatment Monitoring System) site.

The local PCTs primary measure around alcohol is the reduction in the
number of alcohol related hospital admissions.
A dedicated data monitoring system (the Cardiff model) has been
introduced and is currently being developed with James Cook Hospital
however no public data for Redcar and Cleveland is available as yet.

Having reviewed the information previously provided, I would like
to request that you provide some further information.
1) You give the Redcar & Cleveland PCT funding for 2008/9 on

term. Could you provide a further breakdown on exactly what
"Clinical Treatment Services" are, and what the spend is/was for
each itemised treatment/service?

Treatment", but could you also please provide the following

behalf of Redcar and Cleveland PCT.
Response :-
1) You give the Redcar & Cleveland PCT funding for 2008/9 on
"Clinical Treatment Services" as £300,000. This is rather a broad term.

The £300,000 relates to Clinical services commissioned via the
JCG. The amount queried is currently paid to Tees Esk Wear Valley
Foundation trust to pay for inpatient and home detox and support for
clients with alcohol problems scoring 30 or more on the AUDIT tool.
It funds a number of Nurses, GP time, Consultant time, support
workers and resources to accommodate 180 clients at any one time. The
client group are either those wishing to abstain for alcohol or those
wishing to manage their drinking.
2) Thank you for the information provided in the MoCAM document and
the NTA website. However, the MoCAM document is just that - a model for
treatment. The NTA website gives numbers of people "In Treatment", but
could you also please provide the following information:
i) What is the PCT's definition of Recovery?
The PCT does not have a standard definition of 'Recovery'
ii) Does the PCT have or practise an alcohol abstinence programme?
The PCT / JCG Commission the services of the Albert centre to provide
a support worker (who works alongside the clinical services) This
support worker currently works with clients who wish to abstain form
alcohol and offers 1 to 1 support and runs a support group.
3. Could you please provide the minutes of meeting for the previous
12 Redcar & Cleveland Adult Drugs JCG?

The PCT aims to commission an alcohol service in line with the alcohol
models of care framework and we subscribe to the tier definitions and
