Dear Enfield Council,

Please can you provide me with the following information about TASC
services in the Borough:

A: Operational Questions

1. How many buses do you have for adult social care transport? What
is their capacity, and are they fully accessible to disabled
people?

2. Which places do they provide a service to? eg. Day centres,
social clubs, shops etc

3. What are the operation times during weekdays and at weekends?

4. How many aggregated individual user journeys does the service
provide per year in total? A journey is defined as taking one user
from A to B. So for example a bus taking 10 people to a day centre
on one trip would provide 20 individual journeys.

B: Users’ Profile Questions

1. How do people qualify for the service, and do you use OTs as
part of the assessment?

2. How many registered service users do you have?

3. Please provide any user profile information in terms of
breakdowns according to age, gender and nature of disability.

C: Managerial and Financial Questions

1. Does the borough provide travel training? If so, Do you send out
a travel trainer with the service user?

2. Do you supplement the service with taxis, Taxicard or Plusbus
etc?

3. What is the annual expenditure on Adult social care transport?

4. Has the Borough implemented personal budgets for social care? If
so, does this include an element for transport for adult social
care?

5. Are you running the service within the Borough or Do you work
via contactors or other service providers?

Dear Enfield Council,

None of the categories you suggest is relevant to the enquiry that
I made. I am not convinced that you do not have this information,
since I have had responses from 24 out of 31 boroughs, and in one
case, Tower Hamlets, all the information was freely available on
their website, so it is not an issue of confidentiality.

This is part of a research project for the Camden Passenger and
Accessible Transport Unit into Transport for Adult Social Care,
which will also be submitted to London Councils, so this is not a
frivolous request. I resorted to a Freedom of Information request
after a series of emails and phone calls did not merit the courtesy
of a reply.

I therefore repeat my request, and ask you to look again at the
questions and make a serious effort to identify the departments and
people who could answer them.

Dear Enfield Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Enfield Council's
handling of my FOI request 'Transport for Adult Social Care
(TASC)'.

The reply which I received made no effort to look at the questions
I asked. It referred me to irrelevant sections of the Council
website. I had already looked at the council's website, and if I
had been able to find the answers to my questions there, I would
not have resorted to a FOI request. I would also not have taken
this route if I had been able to identify the person in the Council
who was in a position to answer the questions. Emails and phone
calls produced no response.

I wrote further on Aug 5th to the FOI officer responsible for the
original reply, asking them to take the request a little more
seriously, but I have had no reply to this. So I am now asking for
an internal review.

Dear Mr / Ms Ozen

I write in response to your request dated 11 August for a review of your
FOI request dated 5 August, to which we have yet to fully respond.

Your original request was received on 5 August through our Frequently Asked
Questions (FAQ) system. When a request is received through our FAQ system
an automated response is generated which includes links to information on
our website that may be related to the question. I understand that in this
case the system response also advised you that your request had been passed
to the FOI officer. I apologise if you thought that the automated response
to your request was our full response. I can assure you that this is not
the case and your request is being dealt with. My colleague, Mark Brincat,
is handling your request. He is on leave until the end of August, but will
respond with the information requested, providing we hold the information
and no exemption applies. You will receive this response by 3 September
and within 20 working days from receipt of your request.

The Council has an online FOI request facility that is more appropriate for
this purpose (link below for information). Can I please ask that you use
this method to submit any future FOI requests that you may have. In the
meantime, I have raised the issue of whether our FAQ system should continue
to be used as an alternative for FOI requests in the light of this issue.

Dear Ms. Abraham,

Thank you for your response. It is nice to be dealing with a human
being at last! I look forward to hearing from Mark Brincat. I don't
think your automated response makes it clear enough that it is an
automated response, and that the request will also be dealt with
fully by your FOI team, and you might like to consider rewording
it.

Regarding your onsite FOI request form, it is not clear from your
website that responses will be made publicly available, and I think
this is an important part of the FOI process to increase
transparency. If publication is part of your process, I will be
happy to use your own site in future, but if not, I would prefer to
continue to use this one. (Which is also more convenient when you
have to ask a number of organisations related questions at the same
time.)

There is no obligation to use the council's form to make an FOI request.

The Information Commissioner's guidance is simply that;

For your request to be dealt with according to the FOIA, you must:
• contact the relevant authority directly;
• make the request in writing, for example in a letter or an email;
• give your real name; and
• give an address to which the authority can reply. This can be a postal or email address.
