Thank you for your query.

There is no procedure for permanently transferring Control Room Operators (grade TM1A) in to Traffic Officer (grade TM1B) posts as the two posts have different competences and attract different salaries.

For a TM1A grade to move to a TM1B grade, the individual is required to successfully complete the full recruitment and selection process. This entails completing an application form and achievement record, as detailed in the Civil Service Recruitment Code, and passing an assessment centre. A blind sift of all the applications received is undertaken. If the applicant is successful at the sift stage they will be invited to attend an assessment centre.

If successful at the assessment centre, the individual will be placed in merit order on a waiting list. Candidates are offered available vacancies from this waiting list in merit order. If there are no vacancies available then the candidate will have the opportunity to be on the waiting list for a period of up to 12months to be offered a TM1B vacancy at the location they have been successful for as and when one arises.

In addition, all existing Civil Servants are unable to directly level transfer into TM grades due to the safety critical nature of the roles and different competencies. Civil Servants are required to undergo the recruitment process outlined above. Once in a position to be offered a role within the HA they would transfer across from their department under the usual terms and conditions.
