Dear Sir or Madam,
Under the Freedom of Information Act. 2000, I am writing to request
information about details involving the Traffic Enforcement in
Salford City. Please could you provide the following:
1.) Any recorded guidance issued by the Council to CEOs regarding
the issuing of PCNs when signs are obscured, damaged, or
misaligned;
2.) Any recorded guidance issued by the Council to CEOs regarding
the issuing of PCNs when lines faded and/or broken;
3.) Any communication held by this Council regarding reports/
checking made by NSL Services Groups Civil Enforcement Officers
about defective traffic signs and road markings. This includes
signs that are obscured, damaged, or deliberately ‘spun round’, and
broken or faded road markings;
4.) The dates which the Council (even if through its contractor
Urban Vision) undertook remedial work to correct the misalignment,
damage and obscurity of traffic signs,and also of faded and/or
broken lines;
5.) A copy of any contracts, indices and appendices between the
council and NSL Services Group together with the monetary amounts
of these contracts;
6.) Any information (included emails) about the KPI's given to NSL
Services Group in which the Council assess the performance of NSL
Services Group CEOs, more specifically the ELA (Estimate Level of
Achievement), e.g. How it calculates how many PCN should a CEO get
when patrolling certain areas;
7.) I also would like to request the information listed below:
7a. Contract Costs with CPS (previous to the contract to NSL
Services, from 2004 until the end of its contract with Salfod City
Council, broken by year;
7b. Contract Costs with NSL Services Group (former NCP Services)
since the beginning of the contracted time to date, broken by year;
7c. The costs of implementation of new signposts and road markings,
from 2004 to date, broken by year;
7d. The total expenditure in Replacement signposts and road
markings from 2004 to date, broken by year;
7e. The costs of installation of Ticket Issue Machines from 2004 to
date, broken by year;
7f. The costs of maintenance of Ticket Issue Machines, from 2004 to
date, broken by year;
7g. The income from Penalty Charge Notices from 2004 to date,
broken by year;
7h. The income from Pay and Display tickets from 2004 to date,
broken by year;
7i. The income from Residential Parking permits from 2004 to date,
broken by year.
My preferred format to receive this information is by electronic
means. If one part of this request can be answered sooner than
others, please send that information first followed by any
subsequent data. If you need any clarification of this request
please feel free to email me. If FOI requests of a similar nature
have already been asked could you please include your responses to
those requests.

Dear Mr Morris,
Thank you for your email dated 24 August 2009, in which you requested information about Traffic Enforcement details in Salford City.
From our preliminary assessment it is clear that we will not be able to answer you request without further clarification.
The Parking Services requires further information on order to identify and locate the information you have asked for, In particular it would be useful to know what you mean by which types of roads markings and signs in question 7 as the Council installs may different kinds.
Once you have clarified the above information, I will be able to begin to process your request. If I do not receive clarification within three months your request will be considered to have lapsed. (under section 1(3)of he Freedom of Information Act (FOIA), a public authority needs not comply with a request unless any further information reasonable required to locate the information is supplied).

would like the information are the ones to support any
contraventions subject to civil enforcement, section 73 of Traffic
Management Act. 2004 (eg.: Single and Double Yellow Lines, Bays
Markings, Time Plates for Single Yellow Lines and so forth).

I am aware that the target date for this response is the 22nd September, however I am awaiting further clarification on a number of issues from Salford City Council's Corporate Information Officer, therefore I would respectively ask for an extension do this deadline.
