As you will see there are some blank spaces within the document. The reasons for these blanks are that they refer to Police operational information. As this plan may be used in the future it is considered that this specific information is exempt under Sections 31 and 38 of the Freedom of Information Acts, because if it fell into the hands of anybody intent on causing disruption it could affect the ability of the Police to function and therefore be detrimental to public safety.

My only complaint is that I'd prefer that wherever possible, you

The MoJ does recommend waiving fees where these are less than £10 [2]. "Where the maximum fee would be very low - say less than £5 or £10 - public authorities are encouraged to consider waiving the fee altogether"
It might also be worth seeing if they would consider scanning the document and emailing this.
