public expenditure, the official website appears to be desperately
short of details about the project itself.

Thank you for your request of 22 September seeking information about the
'Contract and project budget details in relation to their commissioning in
the Total Place Initiative'. Your request was received by Communities and
Local Government on 22 September.
Due to the contracts being supplied under Commercial Confidentiality I am
unable to provide them in full to you. Instead, in the public interest, I
have set out below the contractual set-up and budget allocation.
Tribal have been commissioned to support the local work of the pilots in
the counting public expenditure, deep dive into specific service themes,
and customer insight work. Two separate contracts, `Spend Counting and
Deep Dive' and `Customer Insight', were established through open
competition.
The remit of the `Spend Counting and Deep Dive' project is to build on the
work of the pilots by identifying common issues and what bearing central
government budgeting has on these, to illustrate the complexity of
spending arrangements through spend pathway maps and to produce an
evaluative report on Total Place. It will cost £218k (excluding VAT).
This contract does not include development of the deep dives. This is a
local responsibility of the pilots who select the service themes, consider
the exiting situation and then develop the initial proposals. These
initial proposals will be refined in collaboration with relevant central
government departments. The Local Government Association Leadership Centre
provides support to this process.
The remit of the `Customer Insight' project is to assess the use of
customer insight information by Total Place pilots; what insight
information is available, how it is used and does it influence service
delivery. It will cost £60k (excluding VAT).

Dear Sir or Madam,
Thank you for your reply to my FOI request for the contracts and
costs concerning Tribal Consulting's involvement with the Total
Place Initiative.
You said in the reply:
"Due to the contracts being supplied under Commercial
Confidentiality I am unable to provide them in full to you."
Unfortunately, you didn't send me any part of the contract -- let
alone the contract "in full".
Please consider this a request for an internal review.
I draw your attention to the Information Tribunal's decision "Derry
City Council v ICO Reference: EA/2006/0014" that an agreement
concluded between two parties does not constitute information
provided by one to the other.
Owing to the contract being established through open tender, I
would expect large sections of the contract concerning the
deliverables to have been shared with all competitors in the tender
process in order that they could quote a price. Consequently, such
information could not possibly be commercially confidential.

examined the papers concerned and in view of the issues raised I have
applied for and been granted a time extension (as this case has been
deemed to be complex) the extension is for a further 20 working days until

November 2009.
