2008 to advise you that the information you requested is being withheld
under the Freedom of Information Act 2000. The exemption which applies to
this information is section 21(1)(a) of the Freedom of Information Act.

You requested the "total" Higher Education Qualifiers by Parliamentary
Constituency, for the latest 3 years available.

The information you are seeking is available (for a fee) from the Higher
Education Statistics Agency (HESA) Information Provision team by completing
the online data request form on the following webpage:

I am therefore unable to provide you with the information you require under
the Freedom of Information Act Section 21(1)(a) which exempts disclosure of
information if it is reasonably accessible by other means.

Dear Mr Trice,
I refer to your request received on 22 July 2008 under the Freedom of
Information Act 2000 regarding my response to your earlier request which was
allocated the reference number of 2008/0060527.

I previously advised you that the information you requested on higher
education qualifiers broken down by Parliamentary constituency is available
from the Higher Education Statistics Agency (HESA) for a fee. This has been
confirmed by a member of the information provision team at HESA.

The link to which you refer shows `commonly requested student data fields'.
Information at Parliamentary constituency level has not necessarily been
commonly requested, but as previously advised, the information you are
seeking is available for a fee from the Higher Education Statistics Agency
(HESA) Information Provision team by completing the online data request form
on the following webpage:

I would like to make you aware that all responses to FOI requests are
cleared by the department's FOI team and, separately, by a senior member of
staff, before any final response is sent. Therefore, the response to your
original request (2008/0060257) has already been handled at a senior level.

Dear Sir or Madam,

DIUS owns the student record, not HESA!

My request is for data from the "student record"

I have the information required (thanks to users of the site
"whatdotheyknow.com"), however you're department seems to want this
information withheld from the public for political reasons.

An example

228,345 first degree qualifiers England domiciles 2006-2007
24,575 first degree qualifiers Scotland domiciles 2006-2007

£7.5 billion public money for English universities
£1.6 billion public money for Scottish universities.

£32,000 average cost public monies per first degree England
domiciles
£65,000 average cost public monies per first degree Scotland
domiciles

From the public funding per first degree awarded I can understand
why you're department will fight at all costs to withhold requested
information.

You might be a little more truthful in informing the general public
who are reading this correspondence, that HESA will in fact give 10
pieces of information free of charge

A member of the House of Lords has agreed to help me, and will in
due course be asking for the information via parliament.

I understand my appeals to the information commissioner will take
maybe 3 years to conclude, a price I’m willing to pay.

First degree awards average per parliamentary constituency UK
2006-2007.

432 first degree awards to England domiciles
417 first degree awards to Scotland domiciles
337 first degree awards to Wales domiciles
574 first degree awards to N Ireland domiciles
