Titon Parking and the transfer of covered car parking

Dear Sir or Madam,
I see from Westminster's website that Leicester Square (Whitcomb
St.) and Chiltern Street covered parking has been transferred to
Titan Parking.
Could you give details of the transfer from publicly owned to
privately controlled please?
Would it be possible to see the contract that WCC had signed with
Titon Parking because I think the public would benefit from
understanding how their property is being used.
Motorcycle charging was free in covered car parks, has this changed
under Titon Parking? Did WCC insist on any proviso's in the
contract before signing it with Titon Parking?
What is the total of Westminster City Council provided parking
allocation for off street parking provided by Westminster before
handing control to Titon Parking and afterwards?
When did WCC decide to transfer control of these car parks to
Titon Parking, was it before or after motorcycle bays were paid to
be marked and installed by WCC itself?
Did WCC carry out any other works prior to handing control to
Titon Parking and could you tell me what they were please?
Are there any more plans to move Westminster Council owned
properties (parking or otherwise) to private companies and could
you provide the plan?

Dear Customer Relations,
Thanks for your response, however some questions were left
unanswered or detail was not available where stated.
The following relate to my original numbered questions.
1. I have no email from WCC requesting any further information. I'd
be more than happy to give you what you need, please resend the
original and I will respond immediately.
2. As there is no contract, could you supply terms of the lease
please?
3. So the free motorcycle parking supplied by WCC has reduced
(regardless of whether Titan supply it or not) so why isn't this
reflected in WCC's public documents?
5. I'm afraid the following URL does not provide the answer I
requested:

The URL does not show how many "free" or paid parking spaces have
changed before the lease to Titan Parking and afterwards as
supplied by Westminster Council.
In short, how many spaces were supplied by WCC before and after
leases were taken by Titan Parking?
6 As the lease of the two car parks to Titan Parking were after the
WCC funded the costs of marking motorcycle parking bays, was the
money recovered or just given as part of the lease?
7 I asked for what the repairs were and the costs that were carried
out prior to the lease, you haven't provided that answer.

Thank you very much for the information provided.
Regarding your request for clarification of point 1 above:
I'm interested in the decision to lease the two car parks. What had
driven the decision, by that I mean how did it benefit the
residents, ratepayers and businesses by transferring them to Titan?
If the reason is fiscal, what is the projected savings over the
term of the lease? Would the savings be ringfenced for Parking? If
not, where will they be spent?
If the reason is service, how would those parking as well as
residents, ratepayers and businesses benefit?

I also question “The letting has also reduced the Council's exposure to the risk of falling car parking revenues and increased business rates “. A sideways move to offset parking revenue against higher business rates.
