Dear Sir or Madam,
Please can you let me know: what is the time limit for responding
to a request to consult a community on the formation of a parish
council?
This is regarding a request made by Mrs Jenny Blackburn of Rusthall
in 2008 which led to an agenda item of a TWBC committee in
September the same year. Information was presented to the meeting
(at which I was present) and commented upon, then sent for further
consideration to council officers.
I would be very grateful to learn what TWBC is obliged to do on
this matter so I can report to members Rusthall Village
Association.

Dear Carol Lawrence
I write in response to your Freedom of Information Act request dated 16
October 2009. In direct reply to your request, there is no formal time
limit, however I wanted to provide an update on events in the last 18
months.
The issue of Urban Parishing had been under review for a year when it was
discussed during the Corporate Services Select Committee meeting in July
2008. It was agreed that a further report would be provided, and the
matter was again discussed during another Corporate Services Select
Committee meeting in November 2008. The next process involved submitting
a report to Cabinet in December 2008, whereupon further consultation
resulted in the Chief Executive agreeing to submit a formal report to
Cabinet in April 2009.
During the April 2009 Cabinet meeting it was decided that in the current
climate, and with insufficient staff resources, the proposals of the
Select Committee could not be taken forward at the current time. However
the recommendations were to be integrated within the Council’s new
Delivery Unit, and that a further report be provided to Cabinet in due
course.
I have included a copy of the aforementioned Cabinet report, and the
matter remains ongoing within our Delivery Unit. In the meantime if you
