PREAMBLE
Whereas recognition of the inherent dignity and of the equal and
inalienable rights of all members of the human family is the
foundation of freedom, justice and peace in the world,
Whereas disregard and contempt for human rights have resulted in
barbarous acts which have outraged the conscience of mankind, and
the advent of a world in which human beings shall enjoy freedom of
speech and belief and freedom from fear and want has been
proclaimed as the highest aspiration of the common people,
Whereas it is essential, if man is not to be compelled to have
recourse, as a last resort, to rebellion against tyranny and
oppression, that human rights should be protected by the rule of
law,
Whereas it is essential to promote the development of friendly
relations between nations,
Whereas the peoples of the United Nations have in the Charter
reaffirmed their faith in fundamental human rights, in the dignity
and worth of the human person and in the equal rights of men and
women and have determined to promote social progress and better
standards of life in larger freedom,
Whereas Member States have pledged themselves to achieve, in
co-operation with the United Nations, the promotion of universal
respect for and observance of human rights and fundamental
freedoms,
Whereas a common understanding of these rights and freedoms is of
the greatest importance for the full realization of this pledge,
Now, Therefore THE GENERAL ASSEMBLY proclaims THIS UNIVERSAL
DECLARATION OF HUMAN RIGHTS as a common standard of achievement for
all peoples and all nations, to the end that every individual and
every organ of society, keeping this Declaration constantly in
mind, shall strive by teaching and education to promote respect for
these rights and freedoms and by progressive measures, national and
international, to secure their universal and effective recognition
and observance, both among the peoples of Member States themselves
and among the peoples of territories under their jurisdiction.
with regards,
Mrs Williams

Department for Communities and Local Government

For the attention of Mrs Williams
I am writing in response to your request for information of 22 November
2009 about Human Rights Your request has been considered under the
Freedom of Information Act 2000. I am writing to advise you that I am
unable to provide you with all the information you asked for as
Communities and Local Government does not hold this information because it
does not have responsibility for the courts. I note that your request
also mentions the Ministry of Justice, and I would suggest that you
contact them if you have not already done so.
I can however confirm that Communities and Local Government is a "public
authority" for the purposes of the Human Rights Act 1998. Section 6 of
that Act provides that it is unlawful for a public authority to act in a
way that is incompatible with a Convention right. The "Convention rights"
means the rights and fundamental freedoms set out in Articles 2 to 14 of
the European Convention on Human Rights, and in Articles 1 to 3 of the
First Protocol and Article 1 of the Thirteenth Protocol to the ECHR.
The Convention is set out in Schedule 1 to the Human Rights Act 1998, and
is widely available on the Internet.
Communities and Local Government as an organisation aims to be as helpful
as possible in the way it deals with requests for information under the
Freedom of Information Act 2000 and the Environmental Information
Regulations 2004. If, however, you are not satisfied with the way in which
your request has been handled or the outcome, you may request an internal
review within two calendar months of the date of this e-mail. Information
about the Department's review procedures and how to apply for an internal
review of your case is contained on the Department's website at
[1]http://www.communities.gov.uk/corporate/.... This also
explains your right to apply directly to the Information Commissioner for
a decision in the event that you remain dissatisfied following the
authority's review
If you have any queries about this e-mail, please contact me.
Kind regards

Mrs Williams,
Should you read this, I suggest you reply along the lines I suggested in my comment on the question: What are my Constitutional Rights, as this reply is clearly not satisfactory.
The Human Rights Act and the European Convention are not compliant with the Universal Declaration of 1948, nor the 2 International Covenants, signed by the UK, on human rights. The UN has reminded them of this many times, but our Governments have chosen to ignore it.
None of them deserve a job, let alone re-election. The employees not replying are also guilty of breaching the Universal Decalaration as I expect you know, under Article 1 thereof, at least.
