In 2005, the HSE published a report with recommendations following
the Glenridding school trip tragedy.

The HSE investigation of the tragedy said that there were lessons
to be learned both by those who lead educational visits to high
hazard environments and by those involved in their management. The
HSE said it was important that these lessons should be widely
disseminated.

The DfES/DCSF will have brought the HSE recommendations to your
attention and to the attention of Oxfordshire schools.

Please can I see copies of what you and your schools were sent by
the DfES/DCSF? Can I also see copies of anything that you as an
authority sent to schools on this subject?

Although prior to the Glenridding enquiry, it may be relevant to your
request to note that In April 2003 the Local Authority had issued its
guidance, Out & About with Oxfordshire - 3, together with the following
DfES guidance:

1. Health and Safety of Pupils on Educational Visits (HSPV2)
2. Health & Safety: Responsibilities and Powers (DfES/0803/2001)
3. Standards for LEAs in Overseeing Educational Visits - Part 1 of
a 3-part Supplement to Health and Safety of Pupils on Educational Visits
(DfES/0564/2002)
4. Standards for Adventure - Part 2 of a 3-part Supplement to
Health and Safety of Pupils on Educational Visits (DfES/0565/2002)
5. A Handbook for Group Leaders - Part 3 of a 3-part Supplement to
Health and Safety of Pupils on Educational Visits (DfES/0566/2002).

2. Can I also see copies of anything that you as an authority sent to
schools on this subject?

Please see the attached letter of October/November 2005 which was sent
from the Children Young People & Families Directorate of the county
council to all schools. That letter indicated that the procedures and
guidance which the Authority already had in place met most of the
recommendations which arose out of the investigation following the
Glenridding incident but firmed up the approval requirement for Category
C activities.

The Authority, through Oxfordshire Quality Schools Association, has
continued to provide Educational Visits Coordinator training, refresher
training and assistance/guidance in fulfilling statutory duties in
ensuring employees are competent in the duties they perform. The
attached letter forms a key part of the training. Additionally Group
Leader training runs frequently, to ensure those actually leading groups
on off-site visits are competent.
