Dear Sir or Madam,
Under the Freedom of Information Act 2000 I request the following
information regarding the decision taken by The National Archives
Management Board meeting held on Tuesday 29 September 2009 to phase
out the OPSI and HMSO brand by March 2011 so that only the term
“The National Archives” is used.
Prior to submitting this request a check has been made of the
National Archives web site at URL:

The above referenced page shows that the web page has not been
updated since the May 2009 Management Board meeting.
Specifically, I request the following information:
1. A copy of the agenda for the Management Board meeting held on 29
September 2009.
2. A copy of the paper or papers the meeting considered that relate
to the decision taken by the Management Board meeting to phase out
the OPSI and or HMSO brands by March 2011.
3. The estimate of the number of organisations and people (external
to The National Archives) that are impacted by the Management Board
decision.
4. The estimated cost of implementing the Management Boards
decision both the internal National Archives cost and the cost of
others adjusting to the change that will be brought about by the
decision.
5. The planned date for when Statutory Instrument 1515 of 2005 will
be amended.
6. A copy of the procedures document that describe how the OPSI
currently regulates The National Archives commercial public sector
information activities under the IFTS.
7. The planned date for when the National Archives Framework
Agreement will be amended to remove OPSI.
I would prefer to receive the information electronically.
If the decision is made to withhold some of this information using
exemptions in the Act, I would be grateful if you would please
inform me and cite the exemptions used.

Development suggestion that I meet with him.
I confirm that I have agreed to meet with Mr Morley on Wednesday 4
November 2009 at the Ministry of Justice Offices, London in order
that I can be provided with more detailed information. The meeting
was agreed on the understanding that the FOI request will be
responded to and was not meant to be a substitute for the request
in any way.

Dear Mr Corbin,
Thank you for your enquiry of 23^rd October 2009 which is being handled
under the Freedom of Information Act 2000.
The Freedom of Information Act 2000 gives you two rights of access when
you write to us asking for information. You have the right to know
whether we hold the information that you are looking for, and you have the
right to have the information given to you. These rights may only be
overridden if the information you are looking for is covered by an
exemption in the Act.
TNA Management Board Information
At the Management Board meeting of 29^th September 2009 the following
agenda item was discussed:

Please find attached a copy of the minutes from this meeting pertaining to
the agenda item you requested. Also attached is the presentation on the
Brand that was made to the Board at this meeting.
Other information
The organisations impacted are the statutory bodies attached to OPSI, but
only with respect to their branding - there are no legal/regulatory or
framework changes. We do not anticipate any external bodies will be
impacted explicitly.
At this stage there are no cost estimates beyond that which we estimate
will be spent on brand design to ensure that legislation.gov.uk logos are
of a high enough quality for the website - in this case an estimate of
£1000 plus any necessary staff time. These costs are likely to be
negligible because the brand change is not significant. We will not be
destroying branded stationery etc. but will gradually be transitioning
over time.
The Statutory Instrument (SI 2005/1515) will not be amended as a result of
this Board Meeting and this has never been recommended or considered in
any of our discussions.
The Public Sector Information regulations (SI 2005/1515) state that the
regulations do not apply to documents held by cultural organisations such
as The National Archives (TNA). TNA joined the Information Fair Trader
Scheme as a voluntary member as it wished to demonstrate a high level
commitment to the principles of the IFTS and to reflect its broader
government role. TNA has been verified under the IFTS - attached is a
link to the published report. Although a voluntary member, TNA is
assessed on the same basis as other IFTS members. General procedures are
set out in the IFTS manual, which is also attached. Following the review
of IFTS that took place earlier this year, we are currently revising the
IFTS manual to reflect the new principles and requirements.
The framework agreement will not be amended as a result of this Board
Meeting and this has never been recommended or considered in this
discussion.
