The decision to place traffic lights on an A1231 sliproad

Currently overdue a response from Sunderland City Council. By law, the response had to be no later than 17 June 2008.

Dear Sir or Madam,
During 2007, permanent traffic lights were installed on a sliproad
off the A1231, and the adjoining roundabout, coinciding with
roadworks taking place on the A1231. Some months later, following
the completion of these roadworks, the lights were removed. The
roundabout in question is that which is clearly shown on the
following map -

and links the A1231, Windlass Lane, and a road leading up to the
Galleries Shopping Centre.
1) Why were permanent - rather than temporary - traffic lights
installed on this sliproad and roundabout?
2) Was any consideration given as to whether the installation of
temporary traffic lights would be more appropriate? If so, please
provide me with any relevant details.
3) Were cost estimates taken of the installation of temporary,
rather than permanent, lights? If so, please provide me with any
relevant details.
4) At what cost were these traffic lights installed and
subsequently removed?
Please treat each of the above requests separately: if any or all
of these requests for information cannot be fulfilled, please
inform me of your reasons for doing so in each case. Furthermore,
if any of these questions fall under the jurisdiction other public
bodies, please inform me of which bodies these would be.

Your remarks regarding our earlier non-receipt of your enquiry are noted - in response I can advise it may be that the Council's e-mail filters had identified your initial request as SPAM and disposed of it accordingly. I understand this is not an uncommon occurrence amongst filtering technologies in general and have taken steps to ensure our ICT Department updates our inbound systems accordingly to minimise any future risk of hindrance to correspondence from yourselves.
