I write in connection with your request for information which was received
by the Metropolitan Police Service (MPS) on 24/12/2008. I note you seek
access to the following information:

* Please send me a copy of the ACPO Taser Trial Evaluation Report or
tell me where this can be viewed online.

Your request will now be considered in accordance with the Freedom of
Information Act 2000 (the Act). You will receive a response within
the statutory timescale of 20 working days as defined by the Act,
subject to the information not being exempt or containing a reference
to a third party. In some circumstances the MPS may be unable to
achieve this deadline. If this is likely you will be informed and
given a revised time-scale at the earliest opportunity.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest

Are you unhappy with how your request has been handled or do you think

DECISION

Section 21 of the Act provides:

(1) Information which is reasonably accessible to the applicant

See the Home Office press release following the Home Secretary's announcement of the expanded TASER deployment:

It refers readers to two separate documents:
1. The ACPO trial evaluation report.
2. The Home Office Scientific Development Branch (HOSDB) report showing the figures on the use of Tasers by all forces in England and Wales.

You have received a link to the HOSDB report, but not the ACPO report. These are apparently two different reports about the same trial.

In the annotations there you can see a second confirmation that an ACPO document exists. I have requested the Metropolitan Police review of their decision not to release it. ACPO is not subject to the Freedom of Information Act so I did not request an internal review from them.

It is possible that despite the two indications that an ACPO report exists references to it might have arisen though people mis-describing the HOSDB report; if that is the case it would be good if the Home Office and Metropolitan Police would clarify that.
