Dear Sir or Madam,
Under the Freedom of Information Act I would like to request the
following information pertaining to the box junction at the
junction of Christchurch Road and Priory Road in Merton.
The number of penalty charge notices issued, together with the
number of appeals and the outcome of any PATAS adjudications for
each of the last 12 months. Where an appeal to PATAS was successful
please include the adjudicators reasoning and any related internal
TfL correspondence.
Any information as to why TfL indicated that it was not enforcing
the junction in January 2009, and what the reason was for
enforcement to start again.
All internal TfL correspondence relating to the decision to enforce
the junction, including but not limited to any operational concerns
in regards to the viability of this box junction.

Dear Mr Collis
Further to my communication of 16 July 2009, please find attached the
internal correspondence with regard to the box junction at Christchurch
Road and Priory Road, as per your request. I apologise for the delay;
regrettably the extraction of the information you requested took longer
than anticipated.
These attachments include several emails relating to the enforcement of
this junction and one operational concern raised by a member of Notice
Processing staff as the result of a representation.
The yellow box at the junction of Christchurch Road is compliant with the
regulations and I have enclosed a copy of the Department of Transport
approval for this junction for your information. Notwithstanding this; we
aim to issue Penalty Charge Notices in a fair and consistent manner. As it
is clear that vehicles stopped in the opening area of the junction are not
causing an obstruction to other vehicles, in August 2008 we stopped
issuing penalties to vehicles stopped in this area. A copy of the policy
advice issued to our camera operators is enclosed.
