Dear Ms Davies
In reply to your recent freedom of information request please find below
our responses:
1. We regret we are unable to supply a copy of the tender document
submitted as this is commercially sensitive information. We have
considered whether the public interest in disclosing this information
outweighs that in retaining it. However, whilst the terms of the contract
are still operating with the tenderer it is advised that the information
be retained. We can however advise you that the successful tenderer and
main contractor for the café refurbishment was Martek Contracts Ltd of
New Addington, Surrey.

2. The café is owned and managed by Westgate Leisure, provided by
Chichester District Council.
3. Securing a high profile brand included consideration of the market
position of brand leaders and their willingness to supply branded
merchandise directly (national sales) as opposed to a franchise or other
similar 'tie-ins'. Negotiating with Costa Coffee ensured that the council
was not tied to any long term deal and, therefore, afforded ongoing
flexibility with regards to food and beverage sales.
