Dear Royal Borough of Kensington and Chelsea,

I am interested in the amounts paid by each school in
Royal Borough of Kensington and Chelsea to third parties in
relation to temporary
staffing cover. My hope is to receive an electronic breakdown of
amounts paid through the department's purchase ledger by school.

Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If supplier payments are made through
separate systems, then I would like you to choose the main system
for each.
3. The information I require for each school is: School Name;
Supplier name and total amount paid broken down by school type
(Primary, Secondary, Special Needs or Independent)
4. I would like the information to cover the year 2008/9. I will
accept 2007/8 figures if this is not possible.

FREEDOM OF INFORMATION REQUEST REF: 2010-328

I am responding to your request under the Freedom of Information Act 2000,
which we received on 20 May 2010 for information held by the Council. You
requested:

I am interested in the amounts paid by each school in Royal Borough of
Kensington and Chelsea to third parties in relation to temporary staffing
cover. My hope is to receive an electronic breakdown of amounts paid
through the department's purchase ledger by school.

The Council does not hold this information in the manner requested. We can
only provide total amount spent, further information will have to be
requested from the Schools directly. A list of Schools in the Borough can

Dear Royal Borough of Kensington and Chelsea,

Further to our recent communications, I have sought advice in
relation to my request. It would appear that the
Consistent Financial Reporting (ENGLAND)Regulations 2003 require by
law that any school provides a report to the local authority by a
prescribed date for the previous financial year a financial
summary. The information I am requesting is contained within this
report. Please refer to the CFR Regulations 2003 on the link below.

Reporting duties of governing bodies
3. A governing body shall provide the local education authority
with a financial statement by a date determined by the local
education authority having regard to the provisions of regulation
5, provided that this regulation shall not apply to a governing
body in respect of any financial year in which no school resources
were received by that governing body.

As this is a report which is required to be provided to the
authority, I would like to argue that in fact the authority does
indeed "hold the information" as it was provided to the authority
under this law.

Could I please ask you to review the position again in light of
this information and the advice I have received.

Could you clarify what information you require please?

If you require the total amount of supply staff expenditure by each school
then we can provide this.

If you want information on the amount paid by each supplier of temporary
staff to each school then we do not hold this information. You will need
to ask each school for this.
