Temporary Staffing by School
Heather Beevers made this Freedom of Information request to Derbyshire County Council
The request was successful.
From: Heather Beevers
15 February 2010
Dear Derbyshire County Council,
Dear Sir or Madam,
I am interested in the amounts paid by each school in Derbyshire
LEA to
third parties in relation to temporary staffing cover. My
hope is to receive an electronic breakdown of amounts paid
through the department's purchase ledger by school.
Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If supplier payments are
made through separate systems, then I would like you to choose the
main system for each.
3. The information I require for each school is: School Name;
Supplier name and total amount paid.
4. I would like the information to cover the year 2008/9. I will
accept 2007/8 figures if this is not possible.
Yours faithfully,
Heather Beevers

23 March 2010
Dear Ms Beevers
Thank you for your information request which we received on the 15^th
February 2010. The request has been dealt with under the terms of the
Freedom of Information Act 2000.
Please see the attached spreadsheet.
With regard to the information please note the following:
o The information has been provided from Derbyshire County Council (DCC)
general ledger for 2008/09 financial year.
o The cost codes used in the finance department only distinguish between
whether the costs relate to sickness or not and therefore there may be
costs relating to other things such as special projects.
o Where the supplier name is blank these are costs that are likely to
have been moved to the code by transfer and therefore the ledger won't
contain the supplier's name.
o DCC has 13 schools which operate a local bank account which are
included in the analysis. Information on individual suppliers are not
held within DCC's accounts for these as the schools are only required
to submit a return of income & expenditure totals.
o The information relates to payments to third parties only and not
supply staff employed directly by schools
o DCC had a contract with Hays which schools were free to use if they
wished to. For this contract staff were paid directly by schools with
an admin fee then paid to Hays.
I trust this response is satisfactory. However, if you are unhappy with
the way the authority has handled your request, you may ask for an
internal review. Please contact Rajat Jain, Information Access Officer,
Legal Services Department, County Hall, Matlock, Derbyshire DE4 3AG who
will arrange an internal review of your case.
If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
5AF.
If you have any queries about this please contact me.
Kind regards
Ian Thomas
