Dear Sir or Madam,

By letter of 30 September 2009, The Secretary of State Ed Balls
appointed Maurice Smith to enquire into the "promotion of racism in
schools". Part of the review is aimed at determining whether
members of the British National Party (BNP) should be allowed to
work as teachers or in the wider school workforce.

Please provide the following information under the Freedom of
Information Act 2000.

1. Has your authority ever found a member of the BNP or any other
political Party guilty of a disciplinary offence related to their
Party membership in the last three years? If so please give
information as to when and how many.
2. Has any parent complained to you regarding the Party membership
of any employee or the expression of political views within School
classrooms under your authority during the last three years?
3. What safeguards do you currently have in place to prevent
members of any political Party promoting their views within
Schools?

"BNP/Disciplinary offences"

Please find set out below the information in response to the above
request:

"1. Has your authority ever found a member of the BNP or any other

political Party guilty of a disciplinary offence related to their

Party membership in the last three years? If so please give

information as to when and how many.

BHCC haven't had any disciplinary cases related to membership of the BNP.

2. Has any parent complained to you regarding the Party membership

of any employee or the expression of political views within School

classrooms under your authority during the last three years?

We have no record of any complaints in this respect in the Executive
Office.

3. What safeguards do you currently have in place to prevent

members of any political Party promoting their views within

Schools?

The Healthy Schools Team document "Effective use of visitors contributing
to the PSHE and citizenship education curriculum; good practice guidelines
for visitors" (2003) states:

"Visitors should work within existing school policies such as the school
Sex and Relationship Education Policy and the confidentiality policy. It
is also important that the visitor session reflects the aims and
objectives stated in school policies and value statements."

"The Education Act 1996 aims to ensure that children are not presented
with only one side of political or controversial issues by their teachers.
This is further described in Citizenship: A scheme of work for key stages
1 and 2, QCA. However, "The need for balance should not be regarded as
inhibiting a clear stand against racism and other forms of
discrimination...racism, bullying and cruelty are never acceptable in any
form".

The CYPT document Promoting Race Equality: Guidance for schools outlines
schools' statutory duties including the duty to "Promote good relations
between people of different groups"."
