Dear Sir or Madam,
Please tell me:
1. what arrangements you make to ensure that taxi drivers licensed
by the council do not refuse to carry a passenger who has a
registered assistance dog (you will I hope be aware that this
extends substantially beyond Guide Dogs).
2. How many instances you are aware of where there have been such
refusals, and the reasons why
3. How many complaints you have had about this and how you have
dealt with them.
4. How your council meets its obligations in this respect under
Disability Discrimination legislation, to ensure that people with a
registered assistance dog are not refused by taxi drivers.

received by Gloucester City Council on 29th June 2009. Under the Act we

Dear Mr Heaton
With reference to your recent Freedom of Information request. The
information requested has been provided by our Environmental Health
service as follows:-
RE: Freedom of information request-guide dogs in Taxis
In answer to your questions:-
Question 1.
I have enclosed a section from GCC, Hackney Carriage & Private Hire
licensing conditions book which all licensed drivers sign up to:-
Guide dogs in Taxis
Hackney Carriage & Private hire Vehicles must carry a guide dog or
assistance dog belonging to a passenger,free of charge, unless the driver
has a proven medical condition that would preclude such action.
Question 2.
We received one complaint in 2007
Question 3.
We received one complaint in 2007 where there was an allegation against
one of our licensed drivers who refused to take a man and his assistance
dog.
An investigation was carried out and the allegation was ill-founded.
Question 4.
See answer to question 1 and we also update our drivers when new
legislation comes into force, we also put remind our drivers from time to
time about their duties and responsibilities via our monthly taxi
newsletter.
We are pleased to say that our drivers have good relationships with their
customers and the feedback we receive is generally good.
