Dear Sefton Borough Council,
Can you please tell me on how many occasions in the last twelve
months a summons was issued by someone other than a magistrate in
attempted recovery of council tax deemed by Sefton MBC to be owing
to them.

I can advise you that all summonses for recovery of council tax are
issued by the court, The Council simply makes the complaint for a
summons to be issued by the court.

which a summons for recovery of unpaid council tax has been signed
(note the word signed)by anyone other than a magistrate.
