Dear Norfolk County Council,
Please could you provide a dataset containing the geographic
locations (WGS84, OSGB36 or equivalent co-ordinate scheme) and
their associated reference codes (e.g. "253") for the council-owned
street lighting units (columns and wall brackets) in Norfolk. This
information could be used to improve fault reporting and public
awareness of lighting issues.

units where the maintenance responsibility belongs to district,
parish councils or the Highways Agency; if that information is
something that the council is aware of and can make available. This
would allow fault reporting to be directed to the appropriate

Release of Information
Dear Mr Chamberlin
I am writing to confirm that Norfolk County Council has now completed its
search for the information you requested on the 10 April 2010.
In accordance with the provisions of the Freedom of Information Act 2000
and the Environmental Information Regulations 2004, I have now processed
your request.
Your request:
1) Please could you provide a dataset containing the geographic locations
(WGS84, OSGB36 or equivalent co-ordinate scheme) and their associated
reference codes (e.g. "253") for the council-owned street lighting units
(columns and wall brackets) in Norfolk. This information could be used to
improve fault reporting and public awareness of lighting issues.
2) It would also be of use to include within the requested data those
units where the maintenance responsibility belongs to district, parish

Our response:
The street lights listed in the attached 'NCCLighting' spreadsheet are the
responsibility of Norfolk County Council to maintain, which we do via our
Street lighting Contractor, Amey.
The street lights listed in the attached 'DistrictLighting' spreadsheet
are the responsibility of three local district councils in Norfolk -
Breckland District Council (BDC), King's Lynn & West Norfolk Borough
Council (KLWN) and Great Yarmouth Borough Council (GYBC). We currently
have an agreement with those councils to maintain their lights on their
behalf; this could of course be subject to change at a later date.
The other district councils in Norfolk, the Highways Agency and Parish
Councils maintain their own lights and we retain no information relating
to them.
It would be helpful if you could quote the reference number FOI 614 if you
need to contact us again about this request.

Thank you for providing the requested data.
I noticed that in the GYBC district data set there is an entry on
row 4592 with the following fields:
N131R,352871.00,307018.00,GYBC
This co-ordinate is located in Berrington, Shrewsbury. I suspect
there was a typo in the Eastings field, as 652871,307018 is
adjacent to Nelson Road Central, Great Yarmouth.
You may wish to ask Great Yarmouth Borough Council to look into
this.

Dear Norfolk County Council,
Can you please advise about any licensing restrictions that exist
on the published data? If the OSG36 co-ordinates were sourced from
Ordnance Survey then they might need derivative permission from OS
to be released into the public domain. I ask specifically with
regard to re-use including source accreditation, for example under
the CC-BY-SA licence as used by OpenStreetMap (see
http://www.openstreetmap.org/copyright).

Dear Mr Chamberlain
I can confirm that any permission to re-use the data would need to be
obtained from Ordnance Survey.
As the data was collected using Ordnance Survey mapping, they would deem
it to be a derived dataset which would be governed under the rules of
the Mapping Services Agreement. That agreement covers use by ourselves
and a third party carrying out work on our behalf under a Contractor's
Agreement, but would not extend beyond this (e.g. it does not cover use
by someone who obtains the data under FOI).
