Dear

Thank you for your email received on 26/5/09. Your email reference number
is 4983.

I am sorry, but we are unable to accept notification of the sale/disposal
of your vehicle via e-mail as a signature is required, and the registered
keeper of a vehicle has a legal responsibility to notify DVLA of their
disposal of it by filling in and signing the relevant section of their V5
registration document/V5C registration certificate.

However, if you no longer have the V5/V5C you will need to write or fax to
the address below quoting the registration number, make/model of the
vehicle, the exact date of sale/transfer/scrapping and the name/address of
the new keeper/motor trader/scrap dealer. Please write or fax to:

Please note we are issuing automatic acknowledgement letters to confirm
that keepers are no longer responsible for the vehicle.

This will not generate a new V5C registration certificate for the new
keeper and they will have to apply to become the registered keeper of the
vehicle separately.

In order for the new keeper to apply for a new Registration Certificate in
their name please tell them to fill in an application for a Registration
Certificate (V62) form. There is a fee of -L-25 for a Registration
Certificate, unless you are in possession of the New Keepers Supplement
(V5C/2). Please attach both the V62 and the V5C/2 together and return to;

Please allow up to 30 working days for the delivery of your new
Registration Certificate.

Thank you for your e-mail of 5 June 2009 asking for an internal review on the way in which your request for information was handled.

I should clarify that the Freedom of Information Act 2000 gives anyone, anywhere in the world the general right of access to information held by a public authority. If held, then to have that information communicated to them.

Requests for information are dealt with under the terms of the act unless the request is part of something that is handled as day to day routine business. Your e-mail of 23 May was a general enquiry relating to vehicle registration and, as this is DVLA's routine, everyday business, your e-mail was handled as 'business as usual' and not as a Freedom of Information request.

Given the above, it is not possible to conduct a review under the terms of the Freedom of Information act. I have, however, taken this opportunity to look at the reply you received to your enquiry and can confirm that a full explanation has been given on the course of action you need to take in order to notify DVLA of the sale of the vehicle.

If you remain dissatisfied, I have attached information leaflet INS 101 which outlines the Agency+IBk-s complaints procedure for your information.
