For each year over the past 10 years ending December 2009 please
provide the following annual information for those authorities
which are now covered by Shropshire Council:-

a the total number of PRIMARY school teaching posts advertised and
b of these how many were part-time and how many were full-time?
c what percentage of part-time posts were filled by women and what
percentage of full-time posts were filled by women for each of
these 10 years?

Dear Ms Dunne

Further to your recent Freedom of Information request which we received on
19 December 2009, please find our response below.

For each year over the past 10 years ending December 2009 annual
information for those authorities that are now covered by Shropshire
Council:-
a) the total number of PRIMARY school teaching posts advertised and
b) of these how many were part-time and how many were full-time?
c) what percentage of part-time posts were filled by women and what
percentage of full-time posts were filled by women for each of these 10
years?

Please find below information for 2008 and 2009 provided by Shropshire
Council's central recruitment team. We only hold Recruitment data for a
period of 2 years, therefore we do not hold the information requested for
the previous 8 years.

All Headteacher posts must be advertised through this team. While the
vast majority of all other vacancies are filled through this team, schools
can recruit themselves if they wish. The number of posts recruited in
this way is thought to be a small number. To approach all schools in
order to obtain this information is estimated to take more than 18 hours
of staff time to collate, which would exceed the appropriate cost limit
for Local Authorities of **450 (for providing information under the
Freedom of Information Act). Therefore, on this occasion, we are unable to
meet your request in full.

2008

a) - 7 primary school teaching posts advertised (all headteachers)
b) - All were full time
c) - 57% were filled by female
29% were filled by male
14% (1 post) not filled

2009

a) - 14 primary school teaching posts advertised (all headteachers)
b) - All were full time
c) - 79 % were filled by female
21% were filled by male

I am writing to request an internal review of Shropshire Council's
handling of my FOI request 'Statistics for full-time/part-time
PRIMARY SCHOOL positions'.Information Request - Reference Number:
2009120041.

In your reply you state that "While the vast majority of all other
vacancies are filled through this team, schools can recruit
themselves if they wish. The number of posts recruited in this way
is thought to be a small number." However, despite this, you have
failed to provide the data for non-headteacher posts in the years
2008 and 2009. It would have been more helpful had this data been
provided particularly as you contend that only a "small number" of
advertised posts are likely to be omitted from the data.

I should, therefore, be grateful to receive this data.

Further to your email of 26 January 2010 I have reviewed the response to
your original request. As communicated previously we are unable to
provide data for the number of posts advertised, other than that already
provided, as this information is not held. However, in our response we
cited that the information would be withheld from disclosure on the
grounds that it would exceed the cost limit for the provision of the
information. Having reviewed this, I believe that, as we do not hold this
information, we should have explained that there is no obligation to
obtain data that we do not hold in order to respond to a request.
Individual schools are considered to be public bodies in their own right
and subject to the provisions of the Freedom of Information Act. If you
wish to make contact with schools directly to obtain this information,
details of individual schools is available on our internet site via the

We are able to provide information on the number of new starters in
schools and we are in the process of obtaining this. We hope to be able to

Thank you very much for the information you have provided so far.
However, this does not quite fully answer the question I originally
asked. What I should like to know is:-

The number or percentage of female new starters in any given year.
So, for instance, from your information there were 59 full-time new
starters in 2009. What percentage of these full-time new starters
is female? I should then like the same information for the 54
full-time new starters in 2008. Similarly I would like to know how
many of the 31 part-time new starters in 2009 were female and how
many of the 27 part-time new starters in 2008 were female.

This will allow me to have a better understanding as to whether
primary school teaching posts are biased towards one or other of
the genders.
